Death of an inmate at Collins Bay Institution

September 4, 2016 – Kingston, Ontario – Correctional Service Canada
On September 3, 2016, Richard Brant Foster, an inmate at Collins Bay Institution was found unresponsive in his cell.
Staff members immediately began performing CPR and emergency services were called. The inmate could not be resuscitated.
At the time of his death, Mr. Foster, 63 years-old, had been serving an indeterminate sentence for possession of Schedule 1 substances, manslaughter and second degree murder since April 29, 1983.
The inmate’s next of kin have been notified of his death.
As in all cases involving the death of an inmate, the police and the coroner have been notified, and Correctional Service Canada will review the circumstances of the incident.
