Death of an inmate and lockdown at Collins Bay Institution: Medium-security unit

May 4, 2018 – Kingston, Ontario – Correctional Service Canada

On May 3, 2018, Jeffrey Glen Kellar, an inmate at Collins Bay Institution died while in our custody.

At the time of his death, Mr. Kellar, 50 years old, had been serving a 12-year sentence for manslaughter since May 12, 2009.

The inmate’s next of kin have been notified of his death.  

As in all cases involving the death of an inmate, Correctional Service Canada will review the circumstances and contact the police and the coroner if required.

Note that a lockdown has been put in place in the medium-security unit to enable staff members to conduct an exceptional search.

The search was ordered to ensure the safety and security of the institution, its staff and inmates. Visits have been suspended until the search is completed. Normal operations will resume as soon as it is considered safe to do so.
