- Ministers and senior government officials have timely access to analysis, research and advice on matters that impact the government’s agenda with respect to the country’s financial sector policy, and on the government’s treasury and financial affairs (PA 1.1.5 and PA 1.3)
- Timely and effective funding of the financial requirements of the government and the major federal-backed entities (PA 1.3.1 and 1.3.2)
- The Government of Canada is able to meet its prudential liquidity needs on a timely and effective basis (PA 1.3.3)
- Cost-effective and robust supply of domestic currency to meet the needs of the Canadian economy (PA 1.3.4)
- Appropriate resources, tools and processes within the Branch to achieve objectives.

Monitoring and Analysis
Monitor and analyse:
- Key financial and capital market developments, both domestically and internationally
- Major financial market transactions, including mergers, acquisitions, and financial institutions’ corporate strategies and performance
Consultations and Collaborations
Consultations and collaborations with:
- Other federal financial sector regulatory agencies, including OSFI, Bank of Canada, CDIC, FCAC; provinces and territories
- FINTRAC, law enforcement and other government departments to lead Canada’s anti-money-laundering and anti-terrorist-financing regime
Policy Development
Develop policy on:
- The regulatory framework for Canada’s financial sector
- Issues relating to financial institutions, financial markets and capital markets, including housing finance, consumer issues, pensions, payments and settlements systems, trade in financial services and financial crimes.
- Federal government’s treasury operations and borrowing activities
Regulations and Legislation Development
Develop and update legislation and regulations governing Canada’s financial sector and capital market, and the federally regulated financial institutions and federally regulated pension plans.
International Policy Coordination
- Develop Canada’s input to G20 and Financial Stability Board work on financial sector reform and work with international partners for consistent implementation of the G20 financial sector reform agenda
- Represent Canada at the Financial Action Task Force to combat financial crime
Management, Oversight and Challenge Function
- Oversee and manage the government’s debt, cash and reserves programs
- Manage the production of banknotes by the Bank of Canada and the circulation of coinage by the Royal Canadian Mint
- Oversee the planned borrowing activities of major federal-backed entities
- Provide the challenge function for OSFI, CDIC, FCAC and the Royal Canadian Mint
