Media Embargoed Reading of the Fall Economic Statement 2020

The Deputy Prime Minister and Minister of Finance, the Honourable Chrystia Freeland, will present the Fall Economic Statement 2020 in the House of Commons on November 30, 2020 at approximately 4:00 p.m. ET.

Media are invited to take part in a virtual embargoed reading and technical briefing ahead of the release of the Fall Economic Statement 2020. Due to COVID-19 public health restrictions, an in person reading and technical briefing will not be possible. The virtual media embargoed reading will start at noon ET on November 30 and will last approximately four hours. Departmental officials will provide a virtual technical briefing (not for attribution) and Deputy Prime Minister Freeland will hold a news conference during the embargoed reading.

The embargo will be lifted by a Department of Finance official when the Deputy Prime Minister begins speaking in the House of Commons at approximately 4:00 p.m. ET.

Time

Note: all times Eastern Standard Time

Noon - Embargoed reading begins. Documentation under embargo is distributed.

1:00 p.m. - Virtual media technical briefing by teleconference begins.

3:00 p.m. - The Deputy Prime Minister’s embargoed press conference begins and will be available to journalists via pool cameras and photographers, and teleconference lines.

4:00 p.m. - The Deputy Prime Minister delivers remarks in the House of Commons. Embargo is lifted by a Department of Finance official. The documents are published on budget.gc.ca.

Mandatory registration

The virtual embargoed reading, technical briefing and press conference will be available to Parliamentary Press Gallery members and working journalists recommended by the bureau chief of their Ottawa bureau. For digital documents, and to attend by teleconference, Ottawa bureau chiefs should send the contact information of participating journalists to the Department of Finance Canada at fin.media-media.fin@canada.ca, by end of day, November 26, 2020.

Embargo Procedures

Upon providing the list of participating journalists to the Department of Finance, bureau chiefs will receive an embargo agreement, as will individual press gallery members without a bureau chief. They will be required to agree to its terms on behalf of everyone in their news organizations who will have access to the Fall Economic Statement 2020. Signed agreements must be returned to the Department of Finance by November 27, 2020, at 4:00 p.m.

Participants covered by an embargo agreement will be given the dial-in information for the teleconference technical briefing and press conference, along with details on how to access the digital embargoed materials on the day of the event.

Fall Economic Statement 2020 documents will remain under embargo until the embargo is lifted by a Department of Finance official on the teleconference line, when the Deputy Prime Minister begins speaking in the House of Commons at approximately 4:00 p.m. ET.

The Department of Finance, with the agreement of the Parliamentary Press Gallery Executive, may refuse access to any future Department of Finance embargoed releases to any person and/or their entire organization if they breach the terms of the embargo agreement.
