Consultations on Potential Trade Measures to Prevent Diversion of Steel Products into Canada
Current status: Closed
The global steel market has a severe overcapacity which results in an excess of artificially low-priced foreign steel and contributes to depressed prices in Canada and globally, threatening Canadian steel workers and businesses. Following recent U.S. tariffs, there is a heightened risk that these steel products may flood the Canadian market putting both producers and workers at risk.
Recognizing the harm that increased imports into Canada may cause to Canadian steel producers and workers, the Government of Canada consulted on possible trade measures to protect against the potential diversion of steel products into the Canadian market.
This engagement process gave all interested members of the public the opportunity to provide input on this topic. The consultations ran from March 22, 2025 to April 21, 2025. Thank you to everyone who participated.
Key questions for consideration
The consultations sought information from the Canadian steel industry, consumers, and other interested businesses and individuals on trade measures to protect against the diversion of steel products into the Canadian market, including product scope, measure design, and evidence of increased imports of steel and their harm to Canadian producers.
What’s next?
The government will use the feedback to help inform decisions about the imposition of potential measures to prevent the diversion of steel products into Canada.
While these formal consultations have now concluded, Canadians are welcome to share their ideas and comments with the Department of Finance at any time.
