I look forward to hosting you again this year at the annual meeting of Federal, Provincial and Territorial Finance Ministers in Ottawa. I know we will all be able to work on our shared priorities in the same spirit of collaboration that led us to an historic agreement on the Canada Pension Plan last June.
In the meantime, I am pleased to provide you with Newfoundland and Labrador's transfer payment amounts for 2017-18 in accordance with the Federal-Provincial Fiscal Arrangements Act (the Act) and relevant regulations. Note that these assume the status quo, and do not presuppose the outcome of ongoing discussions on health care.
Total major transfers to Newfoundland and Labrador for 2017-18 will round to $738 million, an increase of $15.1 million from this year. The first estimates of your province's Canada Health Transfer and Canada Social Transfer payments for 2017-18 are $538.9 million and $199.4 million respectively. In accordance with the legislated formula under the Act and its regulations, Newfoundland and Labrador does not qualify for an Equalization payment for 2017-18.
Enclosed for your information is a table presenting the 2017-18 major transfer amounts for each province and territory. It will be provided to your officials and posted on the Department of Finance's website in advance of our December 18-19, 2016 Finance Ministers Meeting.
