Renée de Bellefeuille was appointed ADM (HR-Civ) on May 22, 2025. She comes to DND with more than 25 years of experience in Human Resources Management. Renée engages in the HR community through various initiatives in addition to her ADM role. In August 2024, Renée was elected as the President of the Human Resources Council. She has also been appointed by the President of Treasury Board of Canada to be an employer representative on the Public Service Health Care Plan Partners Committee and is a member of the Clerk’s ADM Task Team, Call to Action on Anti-Racism, Equity, and Inclusion.

Prior to joining DND, Renée led CSIS’ HR transformation agenda as Chief Human Resources Officer (CHRO) ensuring the recruitment, development, and support of a diverse, high-performing workforce capable of delivering on CSIS’ mandate.  She has also served as Executive Director at the Treasury Board Secretariat (TBS-OCHRO), as part of the Employment Conditions and Labour Relations and Phoenix Damages team. In that role, she has also provided critical expertise and leadership on the response to the pandemic in the Public Service and co-chaired the National Joint Council Committee on Occupational Health and Safety.

Renée has also held leadership positions in the federal and provincial Public Service, and private sector. She was the Head of Human Resources at the Privy Council Office for 4 years, and the Director of Labour Relations and HR Operations at the House of Commons for 7 years. From 2005 to 2010, Renée was a part-time Professor in Human Resources Management at the University of Ottawa’s Telfer School of Management.

Renée has a Master’s degree in Labour Relations and Human Resources from the Université du Québec en Outaouais, a Bachelor’s degree in Business and HR, as well as in Psychology from the University of Ottawa. She is a Chartered Professional in Human Resources (CPHR).

Renée and her husband are the proud parents of 2 adult children, and Touchdown, their poodle. She is an avid reader, camper, and football enthusiast.
