Chief Warrant Officer Military Personnel Command
CWO François Fleury enrolled in the Canadian Armed Forces as an Administration Clerk in January 1989 in Montreal, Quebec. Upon completion of his trades training at Canadian Forces School of Administration and Logistics in Borden, Ontario, CWO Fleury was posted to Canadian Forces Base Uplands in Ottawa, Ontario.
Promoted to the rank of Master Sailor in July 1995, he was subsequently posted to Land Force Central Area Headquarters and served there for 2 years. In July 1997, he was posted to ASU Toronto as 2 i/c of the Base Orderly Room. In May 1999, he deployed to the United Nations Disengagement Observer Force in the Golan Heights. On return from the Golan Heights, he was promoted to the rank of PO2 and posted to the Queens York Rangers 1st American Regiment as the Chief Clerk. He remained with the QYRang until 2005, when he was promoted to the rank of PO1 and posted to ASU Montreal where he oversaw the Military Human Resources Centre. Although CWO Fleury joined as a member of the Royal Canadian Navy, he spent much of his career in Army billets, much to his dismay at the time. Recognizing he was not going to get posted aboard ship, he chose to change to the land environment.
In 2009, he was promoted to the rank of MWO and posted to LFQA HQ where he worked in the G1 cell responsible for the Interpretation of Policies and Procedures. In February of 2010, on very short notice, he deployed to Port au Prince, Haiti as the Joint Task Force Superintendent Clerk. Upon return from Haiti, he was appointed Sergeant Major of LFQA HQ. In August 2014, he was posted to DGCB Ottawa and assumed the duties of Senior Adjudicator in DCBA 2 where he oversaw the adjudications specific to the Canadian Forces Integrated Relocation Program.
In August of 2015, CWO Fleury was promoted to his current rank and posted to the 2nd Canadian Division as the Divisional Superintendent Clerk. During this period, CWO Fleury also assumed the position as the Logistics CWO for 2nd Canadian Division. In October 2016, he was appointed Regimental Sergeant-Major at the 3 Canadian Support Unit and also assumed the position as the Logistics CWO for CJOC succession planning. In September of 2018, he was posted to Director General Compensation and Benefits and seconded to the Treasury Board Secretariat where he was responsible for providing advice on CAF policy and facilitating CAF Treasury Board submissions for compensation and benefits as well as those for the RCMP.
In May of 2019, CWO Fleury was appointed as Chief Warrant Officer for the Director General Compensation and Benefits until February 2022, when he assumed the position of Chief Warrant Officer for Director General Military Personnel Strategic. In July of 2024, he was appointed to his current position as MILPERSCOM CCWO.
CWO Fleury was invested into the Order of Military Merit in 2020. He is a survivor of the Wadi Rhum Patrol at Mount Hermon in Syria and more recently he completed the Tour of the Battenkill, a 75-mile Gran Fondo with 5000 feet of elevation gain. CWO Fleury enjoys golf, jazz music, and spending as much time as possible with his wonderful spouse.
