Clarification of Commanding Officer’s responsibility with regard to change of report for duty dates for CF members relocating

The following clarification is provided to the CFIRP 2009 Policy Section 2.3
Background
DCBA has determined that CF members are encountering resistance when requesting a change in report date while trying to coordinate a door-to-door move. The adjustment of the reporting date provides an ideal means to the CF for its members to minimize ILM&M while organizing a door-to-door move. Commanding Officers have a responsibility to exercise as much flexibility as possible in accommodating the CF member’s request for a change of report for duty date while ensuring their unit still meets its operational requirements.
Clarification
In order to provide clarification to COs when their CF members are requesting a change of report date the following article is added to section 2.3
Commanding Officer's responsibilities
Commanding Officers have a responsibility to be as flexible as possible in the adjustment of reporting dates to enable CF members to coordinate their move effectively. Adjusting the reporting date represents one of the best ways of ensuring ILM&M is kept to a minimum and effect a door-to-door move.
