Reminder: Keep in step with PaCE

The new Performance and Competency Evaluation (PaCE) System is here and it’s time to make sure the Defence Team knows how to use it.
The Canadian Armed Forces (CAF) performance appraisal system is changing, with planning now transforming into action.
A reminder of PaCE timelines:
- All CAF members, civilian Defence Team members, and foreign service members with CAF subordinates must have an active Monitor MASS account and complete the PaCE DLN courses associated to their roles in time to participate in mid-year debriefing sessions between supervisors and subordinates by mid-October 2021. This will replace the previous CFPAS practice of administering a mid-year PDR, and promote CAF-wide familiarisation with the new system.
- Although mid-year practices are now shifting to the new PaCE system, CFPAS PERs will be administered (likely for the final time) at end of FY 2021-2022.
- With the exception of those already participating in trial or pilot groups for verifying the PaCE system, all CAF members will receive their first PaCE Performance Appraisal Report (PAR) at the end of FY 2022-2023.
- PaCE is planned to entirely replace CFPAS (both PDRs and PERs) for FY 2022-2023 and onward.
This means that if you are a CAF member, a civilian Defence Team member, or a foreign service member with CAF subordinates, now is the time to ensure that you and your teams are enrolling in the requisite PaCE DLN training, and ensuring that Monitor MASS credentials are updated and active for you and your subordinates.
What is PaCE?
Grounded in 10 years of research and development, and aligning with industry best practices, the new system is competency based, where members’ performance will be evaluated on competencies tied to CAF core values and what is needed for leadership development. Performance will be tracked using Feedback Notes, where both members and their supervisors can upload content throughout the year. At the end of the fiscal year, the supervisor will write a Performance Appraisal Report (PAR) for the member. One of the many benefits of the PaCE system is that it is digital, so the “paper chase” of the current system of performance appraisal will be eliminated. Feedback Notes automatically follow each CAF member from position to position, and can contain critical information such as commendations or completion of a courses and training.
