The deadline to close the 2021-22 performance cycle in the Public Service Performance Management Application (PSPM App) is 15 April. Performance should be rated on the annual cycle which began 1 April 2021 and ends on 31 March 2022.

At year-end managers should review performance documentation that comprises of notes from ongoing performance conversations with their employees and mid-year discussions. Providing meaningful feedback includes focusing on outcomes and observable performance as well as taking into account the employee’s self-assessment. The employee’s performance has to be documented in the Public Service Performance Management Application (PSPM App - TBS Portal). Note that the employee’s signature in Section E triggers the completion of the year-end. PSPM App user guides are available for both managers (accessible only on the National Defence network) and employees (accessible only on the National Defence network).

To allow for consistency of ratings, all Level 1s are encouraged to conduct review panels accordingly. Here is the link to the Review Panels Terms of Reference (accessible only on the National Defence network) which outlines the roles and responsibilities by each level.

Employees on administrative leave without pay will have their PSPAs closed administratively. To learn how, please refer to the exceptional action #3 in the PSPM User Guide - Part VI.

Reminder: Year-end performance discussions can be conducted in person, using the Defence 365 virtual meeting environment, or by phone. Note that other content types such as recordings and text chat are not authorized for Protected B information at this time. In addition, both the manager and the employee need to be made aware and agree if another person joins the in-person/virtual meeting or the call.
