Applying for health care benefits: Public Service Health Care Plan

The Public Service Health Care Plan (PSHCP) provides partial coverage for the cost of prescription drugs, certain medical expenses, and most hospital expenses. The PSHCP is optional and provides health care coverage for employees and their eligible dependents.

Employees who wish to enroll, amend or cease their PSHCP should first attempt to do so by accessing their benefits information through Phoenix using the following menu path:

If an employee doesn’t have access to the Phoenix Self-Service, submit a completed Employee application form to the Pay Center by submitting a Pay Action Request (PAR) in the Human Resources Support System (HRSS) (accessible only on the National Defence network).

Until further notice, currently, all waiting periods are waived and the effective date of all applications or coverage changes are to be effective the first of the month following receipt by the Pay Center. Employees can request a retroactive amendment to their coverage start date by completing a Phoenix Feedback Form in the HRSS to request an effective date of the first of the month following the date the employee became eligible to join the plan. Once your application has been processed, please be sure to complete positive enrollment (you are now leaving the Government of Canada website) with Sun Life Financial (you are now leaving the Government of Canada website). If you are a new PSHCP member or you do not have an access ID and password, you can contact the Sun Life Call Centre to obtain an access ID or submit your information using this on-line form (you are now leaving the Government of Canada website).

Members residing in Canada can submit claims online using the Sun Life Member Services website or the Sun Life Mobile application. Simply register at the PSHCP Sun Life website (you are now leaving the Government of Canada website)!
