Historical Efforts to Address Employment Equity

In November 2020, the Minister of National Defence asked the Ombudsman to review employment equity within the CAF and DND. This was to ensure that they are living up to their current obligations and to provide recommendations on how they can make their institution more equitable.

As a result of this investigation, the Ombudsman has published Employment Equity and Diversity in the Department of National Defence and the Canadian Armed Forces. The report examines how employment equity in the DND and the CAF evolved from 1997 to 2021. Their review makes one observation and defines five areas of concern related to employment equity representation goals, recruitment, career advancement, retention, and culture. The observation and areas of concern will inform the Office’s upcoming work to create long-lasting improvements that will benefit the Defence community.
