The Outside-Canada (OUTCAN) Screening process improved via an application

Over the past few years, the CAF has made sustained efforts to make our processes more and more efficient. As we are modernizing our professional practices, we are moving towards an environment more supported by digital technology, thus benefiting from what it can bring us. In 2019 the Ombudsman released a report on issues members face when posted OUTCAN. One of the listed issues was a difficulty for members to understand their status during the screening process.

As an effort to improve on this the screening process for OUTCAN postings have been converted to a digital process. This means that members are more responsible for managing the process personally, can monitor the progress and have the advantage of accessing their screening from any location over their D365/ECN account.  It is also designed to reduce the workload of support staff throughout the process. This improved process is an important step in the direction of digital modernization that the CAF has undertaken. Unlike the previous screening method, the method which is now prescribed has been designed to minimize non-automated data transfers, thus maximizing efficiency while preserving the highest standards in terms of security.

Supported by the digital capabilities of the Microsoft Power Platform suite and D365, the screening application will greatly simplify all the steps required for the administrative preparation of our members transferring abroad. In fact, the new process is normalized and standardized regardless of the location of the OUTCAN move. There will be no more paper forms, which will minimize the risk of delays caused by misplaced or lost forms. Electronic signatures will be saved in real time and consolidated directly in the member's file. Another benefit of digitization is the ability to transfer the document instantly to another person when necessary. The involvement of the orderly rooms is also greatly reduced by the new process, freeing up staff for other roles.
