Introducing a new Defence Team Fraud Risk Management Framework to detect and prevent fraud in the present day
March 28, 2024 – Defence Stories
Fraud is a growing risk that is rapidly evolving alongside technological change in areas such as Artificial Intelligence. In the Defence Team, the effects of fraud not only result in the loss of public money or assets but can also hurt morale and undermine Canadians’ confidence in their public service.
In response to this changing environment, a new Fraud Risk Management (FRM) framework has been built by Assistant Deputy Minister (Review Services) (ADM(RS)), containing five necessary principles to prevent, detect, and deter fraud:

This framework was developed by integrating pre-existing fraud management practices into the context of the Defence Team and ensuring they are updated and aligned with leading government and industry standards.

What does this mean for Defence Team members?
From communication, to identification, to prevention and follow-up; this framework will enhance our ability to ensure that the Defence Team is building a strong FRM system in high-risk areas, while continuously working with the ADM(RS) Fraud Risk Management Program to ensure that existing processes and measures are aimed toward preventing and detecting fraud.
In 2024–2025, the ADM(RS) FRM Program will be launching targeted fraud risk assessments, while also providing a brand-new introductory fraud awareness course on the Defence Team Learning Network. Your ability to detect fraud, paired with your courage to report it, will ensure that fraud will have no place in our organization!
