The CAF Transition Group Recognizes One of its Own

In October 1998, the Standing Committee on National Defence and Veterans Affairs (SCONDVA) produced a report regarding the Quality of Life in the Canadian Forces. One of its focuses was the care of injured personnel. Followed in April 1999, the establishment of a new Department of National Defence (DND) and Veterans Affairs Canada (VAC) Centre for the support of Injured and Retired Members and their families, also known as The Centre. The initial DND contribution to The Centre consisted of six personnel who represented the newly created directorate titled Directorate of Casualty Support and Administration (DCSA). It would later be renamed to the current day Directorate Casualty Support Management (DCSM).
While the organization has changed substantially over those 25 years, Lynn has remained loyal and dedicated to that initial cause throughout, taking care of our own!
The Centre’s original mandate was to provide a monitoring, referral, and assistance service to ensure that care and compensation for the ill and injured was properly provided. The Centre was to identify gaps in services and take action to improve on the support provided to injured personnel. Looking back at how the level of support has increased since the April 1999 is exceptional. What once was The Centre with a DND staff of six complimented by a small staff from Veterans Affairs has gradually expanded to the current day DCSM and casualty support functions within the CAF Transition Group, along with the stand-up of numerous programs and benefits, too long to list them all.
While the growth and accomplishment over the past 25 years should be celebrated as our current staff continue their work to support CAF personnel and their families, this is also a time to recognize a truly exceptional and dedicated staff member within our organization, and one of those original six staff members from The Centre that continues to support this organization starting from those initial days.

Lynn Dubreuil joined the Regular Force in December 1980 as an Administration Clerk. Following a component transfer to the Reserve Force in 1988, Lynn started her tenure with this organization in April 1999 as one of the original members of The Centre, responsible for all administrative and financial support of the newly formed organization. When The Centre was directed to establish offices across the country in 2007, Lynn then a Public Servant, played a key role in the stand up of DCSA Detachments. She later played a similar key role in the continued expansion of the organization and creation of the Joint Personnel Support Unit shortly thereafter, and then becoming a key member of the Comptroller staff of the CAF Transition Group where she continues her work today.
On April 5, 2024, Lynn Dubreuil will have completed 25 years of dedicated and loyal service to this organization. While the organization has changed substantially over those 25 years, Lynn has remained loyal and dedicated to that initial cause throughout, taking care of our own!
