CDS/DM Message: VCDS Change of Command

Defence Team,
Today, we are delighted to congratulate Lieutenant General (LGen) Stephen Kelsey on his new role as Vice Chief of the Defence Staff (VCDS).
LGen Kelsey is a distinguished leader with over three decades in the Canadian Armed Forces (CAF), embodying exceptional leadership and strategic insight. Commissioned in 1988, he has commanded with excellence in various roles, including operational deployments in Croatia, Montenegro, and Afghanistan. His expertise in reconnaissance and operations has been pivotal, supported by advanced education and international recognition. His appointment comes at an exciting time for Defence as we implement new initiatives like Our North, Strong and Free, and require new innovative solutions to navigate the challenges ahead. LGen Kelsey will undoubtedly continue to exemplify leadership and strategic effectiveness as the new VCDS.
Today, we also bid farewell to LGen Frances Allen after 41 years of distinguished service with the CAF. LGen Allen’s diverse career has included postings such as Director General Cyber Force Development and the Canadian Military Representative at NATO in Brussels. As the first woman to hold the position of VCDS, LGen Allen led on important files such as Reconstitution and NORAD Modernization.
We extend our appreciation and gratitude to LGen Allen for her unwavering dedication and exceptional leadership to the Defence Team.
We would also like to thank Chief Warrant Officer (CWO) Christopher Robin for all his hard work supporting the VCDS Group for the past two years as Command CWO and wish him the best in his new role as we welcome Chief Petty Officer 1st Class Stan Ryan to work alongside LGen Kelsey as the new VCDS Command CWO.
