Signing of a Cooperation Agreement between the NATO Modelling and Simulation Centre of Excellence and the Canadian Joint warfare Centre

The Canadian Joint warfare Centre (CJWC) and the NATO Modelling and Simulation Centre (M&S) of Excellence signed a Cooperation Agreement (CA) in June 2024.
The CJWC located at the Shirley’s Bay Campus in Ottawa, Ontario is the home of the Department of National Defence/Canadian Armed Forces (DND/CAF) Modelling and Simulation Coordination Office (MSCO). The MSCO provides oversight and guidance to the DND/CAF on M&S, including policy, technical, education and training services. The MSCO is the national representative and participates in NATO based activity programs. The Joint Warfare Centre Science (JWCS) is a group of Defence Research and Development Canada scientists embedded with the CJWC to provide operational research and technical expertise to MSCO for developing, testing, evaluation, and analysis of M&S tools and models for multi-domain operations. The CJWC and the NATO M&S COE already have a long history of collaboration. In 2023, MSCO and JWCS engaged with the NATO M&S COE and initiated discussions that led to the establishment of a CA with CJWC in June 2024.
The CA will allow the CJWC and COE to work together in several areas. These include the exchange of research pertaining to M&S work within the multi-domain spectrum, education and training and contribution of concepts, and knowledge, upgrades. Collaboration will also include new methods related to the application of artificial intelligence and machine learning (AI/ML) in M&S work within the multi-domain spectrum, and Joint Intelligence, Surveillance and Reconnaissance (JISR).
There will be other areas for cooperation and a multi-year cooperation plan will be developed later this year. Staff from both organizations will meet in Rome at the 2024 Computer Assisted Exercise (CAX2X) Forum in September to commence discussions on the next step.
