Opening of the Courts Martial Ceremony marks new judicial season

The Office of the Chief Military Judge marked the beginning of a new judicial season with the inaugural Opening of the Courts Martial Ceremony on Friday, September 5. This historic event brought together members of the legal and military communities in the National Capital Region to celebrate the resumption of court martial proceedings following the slower pace of trial proceedings in the summer.

Rooted in centuries-old tradition, the opening of the court ceremony echoes the ancient practice of judicial renewal observed in jurisdictions around the world. The event reflects a shared commitment to justice and the rule of law. This year’s ceremony introduced that tradition to Canada’s military justice system, highlighting its unique place within the country’s legal landscape.

During the ceremony, the Chief Military Judge, Captain(N) Catherine Julie Deschênes, emphasized the importance of collaboration and modernization in the continued evolution of military justice. Captain(N) Deschênes, stated, “Our priorities have been to modernize internal procedures to increase efficiency and transparency in court proceedings. This ceremony is not only a celebration of tradition, but a reflection of our commitment to evolve alongside Canadian society while preserving the independence and integrity of military justice.”

This has been a year of transformation with the implementation of the Rules of Practice and Procedure of the Chief Military Judge in March 2025, and the development of digital tools to improve access to judicial resources.

The ceremony also commemorated the 75th anniversary of the National Defence Act, which established the Code of Service Discipline in 1950. This milestone reflects the enduring legitimacy and necessity of a distinct military justice system, one that continues to evolve to align with Canadian constitutional values and societal change. As the courts martial resume their full schedule, the Office of the Chief Military Judge remains committed to transparency, efficiency, and collaboration across jurisdictions.
