OP FUTURE – Modernization of annual readiness and deployment administration

Since spring 2025, the Chief Warrant Officer (CWO) of Canadian Joint Operations Command (CJOC) J1 (section responsible for personnel administration and human resources), supported by key personnel from the 2nd Canadian Division, has been leading the development of the future of Canadian Armed Forces (CAF) administration. The objective is to automate processes, eliminate paper-based requirements and improve workflow efficiency across the institution, particularly regarding annual readiness and deployment administration.
We are now entering the development phase following several months of presentations and extensive data collection across various CAF organizations, from command level to units, including deployed operations. Feedback from Defence Team members at all ranks, from Privates to Senior Officers, will be considered when designing requirements.
The Military Command Software (MCS) Team, creators of the Monitor Military Administrative Support System (Monitor MASS) and several other MCS applications, will develop a new application to enable interoperability between multiple systems. This solution aims to reduce duplication of effort, streamline data flow and improve the quality and efficiency of administration for both personnel and Human Resources Administrators (HRA). As development progresses, the application will also become available through the MyCAF mobile app and the MCS portal.
OP FUTURE is also leading several complementary initiatives:
- Development of a new Operational Administration course for HRAs.
- Revision of Military Human Resources Records Procedures (MHRRP) Topic 23 “Deployments to International Operations” to better align with requirements outlined in the CJOC Directives for International Operations (CDIO), the Standing Operations Order for Domestic Operations (SOODO) and current policies.
- Establishment of a centralized military pay office for CAF Reservists deployed overseas on Class C service, with pay administered by CJOC for the entire employment period, while benefits and allowances will continue to be managed by the designated unit records support (URS).
Note: This office will not manage Reservists assigned to domestic operations (DOMOPS), Canadian Special Operations Forces Command (CANSOFCOM), permanent Class C positions in Canada or Class C positions assigned to a ship.
As each phase is completed and ready for implementation, updates will be communicated CAF-wide. The OP FUTURE Team will continue to provide guidance as the project evolves.
