Complete mid-year performance assessments

Managers of public service employees must complete their employees’ mid-year performance assessment in the Public Service Performance Management (PSPM) Application by October 30.
Note: Military managers of public service employees must have the manager's self-service role in Human Resources Management System (HRMS) (Accessible only on the National Defence network) to access PSPM.
Mid-year conversations
Under the Directive on Performance Management, you are required to meet with each employee and conduct a formal assessment of their performance. The mid-year review (Accessible only on the National Defence network) is an opportunity to:
- discuss progress and clarify expectations
- provide meaningful support to help employees succeed
- keep work objectives and development plans on track for the remainder of the performance cycle
During the mid-year review, managers and employees should:
- discuss progress towards work objectives
- review learning and development plans (Accessible only on the National Defence network)
- identify challenges and support measures
- provide and receive constructive feedback
- update objective or performance indicators as needed
Schedule these meetings in advance and review the resources below to prepare for the conversation.
MyWorkArrangements and Self-ID
During the mid-year review, confirm your employees have an up-to-date and accurate work agreement in the myWorkArrangement application.
Following the update on increased on-site presence, work agreements must reflect the new four-day onsite requirement, unless otherwise specified by their L1.
Employees who are awaiting a decision for an exemption to the common hybrid work model (exception or accommodation) (Accessible only on the National Defence network) must establish a temporary work agreement in partnership with their manager. Once a final decision is completed and communicated to them, employees should update their agreements if and as needed. It is highly recommended to include a work objective about hybrid compliance.
Remind your employees to complete the self-identification questionnaire (Accessible only on the National Defence network). Please have them do so in both HRMS (Accessible only on the National Defence network) and the TBS Applications Portal.
