Highlights of federal infrastructure investments for Saint-Hubert and Montreal Garrison, Quebec

Backgrounder

August 19, 2016 — Saint-Hubert, Quebec — National Defence/Canadian Armed Forces

As announced in the 2016 Federal Budget, the Department of National Defence will invest an additional $200 million over two years in infrastructure projects at Canadian Forces bases and other defence properties across Canada. The Department of National Defence will invest in the repair of airfields, hangars, live-fire ranges, jetties, armouries, and military housing across Canada, as well as in improvements to Northern infrastructure.

These infrastructure projects will provide economic opportunities for local communities, creating new jobs and opportunities for businesses across the country. The improvements will also provide the CAF with the facilities they need to train and operate successfully, well into the future.

New Saint-Hubert Facility

The 51 Service Battalion, the 51 Military Police Platoon, headquarters of the 34 Canadian Brigade Group, as well as the new infantry element mission of Régiment de Maisonneuve all currently lack adequate facilities to conduct their activities, which can have an impact on their operational readiness.

To properly accommodate these units, a new building will be constructed in Saint-Hubert, Quebec, and an existing building will be renovated. The new facility will provide offices, meeting rooms, classrooms, headquarters, an equipment warehouse, a drill hall, and workshops. The restored building will house a kitchen, combined mess, and a gym.

The new building is designed to meet LEED (Leadership in Energy and Environmental Design) Silver certification. This third party certification program is an internationally-accepted benchmark for the design, construction, and operation of high performance buildings. LEED promotes environmental sustainability by examining and awarding points to a building’s performance in five areas of human and environmental health.

In May 2016, Defence Construction Canada awarded a contract to Montreal-based Groupe Geyser Inc. for approximately $22.2 million for construction, renovation and demolition activities. Professional fees, relocation services, furniture and equipment, security, taxes, and other related costs bring the project total to $50 million. The source of funds for this project is from the existing departmental budget. The facilities are expected to be fully operational by September 2019.

Montreal Garrison Upgrades

As part of the $200 million defence infrastructure funds announced in Budget 2016, the Government will invest $5.2 million to repair and upgrade critical defence infrastructure at the Montreal Garrison. Two projects will be completed by 2018:

Airfield Tarmac Repairs

The airfield tarmac is used by the CAF to store heavy military equipment and maritime containers, which are transported from the Montreal Garrison to various military operations. The repairs to the tarmac are necessary since its current bearing capacity no longer allows the storage of maritime containers. This project will cost $3 million. Construction is underway and is expected to be completed in September 2016.

Heavy-Vehicle Hangars Upgrades

The roofs of two hangars used for the storage of military equipment and vehicles will be replaced as they have reached their maximum life expectancy. This project will cost $2.2 million. Repairs will begin in spring 2017.
