Highlights of federal infrastructure investments at 14 Wing Greenwood and Detachment Aldershot

Budget 2016 Investments

As announced in the 2016 Federal Budget, the Department of National Defence will invest an additional $200 million over two years in infrastructure projects at Canadian Forces bases and other defence properties across Canada. The Department of National Defence will invest in the repair of airfields, hangars, live-fire ranges, jetties, armouries, and military housing across Canada, as well as in improvements to Northern infrastructure.

These infrastructure investments are vital to creating middle class jobs and sustained economic growth for years to come. The improvements will also provide the Canadian Armed Forces (CAF) with the facilities they need to train and operate successfully, well into the future.

The Government will invest $3.7 million over the next two years to repair and upgrade critical military infrastructure at 14 Wing Greenwood and the 5th Canadian Division Support Base Detachment Aldershot.

Hangar and Airfield Improvement

At 14 Wing Greenwood, an aging hangar’s doors and heating, ventilation, and air conditioning (HVAC) systems will be upgraded. Additionally, the airfield’s runways and pavement will be repaired.

Energy Efficiency Update – Annapolis Mess

The Annapolis Mess’s HVAC, mechanical, and control systems will be upgraded to take advantage of energy efficient technology. These upgrades aim to create savings through more efficient operations.

Training Area Upgrades

A road within the Aldershot Range Training Area will be rebuilt to allow proper drainage and provide a reliable surface to travel. The project also includes the thinning of the forestry training area to allow for troop training in austere conditions.

New Air Traffic Control Tower

The project will replace the current undersized and outdated tower with a new modern nine‑storey air traffic control tower, providing the CAF with the latest in air traffic control technology. The construction of the tower is expected to be completed by the end of 2018. An off‑site transmitter station was completed in August 2016.

The new building is designed to meet LEED (Leadership in Energy and Environmental Design) Silver certification. This third party certification program is an internationally-accepted benchmark for the design, construction, and operation of high performance buildings. LEED promotes environmental sustainability by examining and awarding points to a building’s performance in areas of energy, human, and environmental health.

In June 2016, Defence Construction Canada awarded a contract to Pomerleau Inc. for approximately $14 million for the construction of the new tower. The off-site transmitter station construction, site preparation, demolition, professional fees, relocation services, furniture and equipment, security, taxes, and other related costs bring the project total to $34 million. This project is funded from the existing departmental budget.

Other Greenwood Investments

In 2015, $103 million over two years was announced for National Defence military housing between 2015 and 2017. At 14 Wing Greenwood, $4 million was spent last year on whole-house renovations of 34 residential units, which include the replacement of systems (electrical, plumbing, heating, ventilation, and air conditioning), kitchen and bathroom renovations, and redesigned interior layouts to improve functionality. Funds were also allocated to smaller-scale projects such as the redesign of parking areas to improve accessibility and convenience, and the installation of new fences and sheds.

An additional $4 million is planned this year for similar projects at 14 Wing Greenwood.
