Canadian Armed Forces Pay Increase

Backgrounder

June 2, 2017 – Ottawa – National Defence / Canadian Armed Forces

Canadian Armed Forces (CAF) members will receive a compounded increase of 6.34% to pay and a lump sum back-payment starting June 30, 2017. This covers retroactive increases starting April 1, 2014 calculated as follows:

  • four 1.25% increases in pay effective April 1 for the past four fiscal years: 2014-2015, 2015-2016, 2016-2017, and 2017-2018 and
  • one 1.2% Military Factor pay increase effective April 1, 2016.

CAF members receiving the pay raise include Non-Commissioned Members, General Service Officers and Pilots, in the rank of Lieutenant-Colonel and Commander and below, and all Medical and Dental Officers. The pay rates for Colonels and Captains (Navy) and above, and all Legal Officers, are managed separately.

CAF Pay

CAF members are paid based on their pay group, rank, and time in rank. All service personnel, men and women, married or single, are paid on the same scale. Pay rates for full-time and part-time members, and a pay overview are available online.

CAF members’ pay includes compensation for conditions and requirements that are unique to military service. The Military Factor recognizes a CAF member’s requirements to maintain a high standard of discipline, and be available to relocate and deploy in service to their country. As of April 1, 2016, the Military Factor pay is valued at 8.7% for Non-Commissioned Members, General Service Officers and Pilots, below the rank of Colonel and Captain (Navy), and all Medical and Dental Officers. CAF members are also compensated for not being eligible for overtime, at a value of 6% of a Non-Commissioned Member’s salary and 4% of a General Service Officer’s salary.

The rate of pay for Colonel and Captain (Navy) and above, as well as all Legal Officers, are managed separately. Pay rates for Colonels and Captains (Navy) and above are benchmarked to the Executive (EX) Group pay in the Federal Public Service. Pay rates for Legal Officers are tied to that of lawyers within the Department of Justice.

CAF members work full-time hours, paid in monthly salaries in the Regular Force or on Class C service in the Reserve Force. Reservist work part-time hours on Class A and Class B service, and are paid at a daily rate.

Pay Increase

On June 30, 2017, CAF members will start receiving their new pay rate and a lump sum back-payment retroactive to April 1, 2014. Individual payments will depend on a member’s rank, increment level, and time worked. Former members who left the CAF after March 31, 2014, will also receive a retroactive payment and adjustments to their retirement benefits. These increases align with tentative salary increases for employees of the Federal Public Service.
