Chief of the Defence Staff announces first 2024 Canadian Armed Forces General and Flag Officer senior promotions and appointments

August 22, 2024 – Ottawa – National Defence / Canadian Armed Forces

The first Canadian Armed Forces (CAF) senior promotions and appointments of General and Flag Officers for 2024 have been announced by General Jennie Carignan, Chief of the Defence Staff. The requirement for General and Flag Officers is driven by the need to lead defence priorities at the institutional level, create and sustain a diverse and inclusive culture, and project leadership abroad.

  • Lieutenant-General S.R. Kelsey was appointed Vice Chief of the Defence Staff, in Ottawa, replacing Lieutenant-General F.J. Allen who will retire.
  • Major-General J.M.S. Boivin was promoted Lieutenant-General and appointed Commander Canadian Joint Operations Command, in Ottawa, replacing Vice-Admiral J.R. Auchterlonie who will retire.
  • Major-General J.P.R. Prevost was promoted Lieutenant-General and appointed Chief Professional Conduct and Culture, in Ottawa, replacing Lieutenant-General M.A.J. Carignan.
  • Major-General P.K. Scott was promoted Lieutenant-General and appointed Deputy Commander Allied Joint Force Command Naples, in Naples, Italy, replacing Lieutenant-General S.R. Kelsey.
  • Major-General M.C. Wright was promoted Lieutenant-General and appointed Commander Canadian Army, in Ottawa, replacing Lieutenant-General J.J.M.J. Paul who will retire.

The CAF’s evolving promotion process is continuing to ensure that inclusive leaders who embody the CAF’s professional values and ethos are chosen.

Promotion candidates completed an evidence-based character assessment followed by a “360 degree” evaluation known as a multi-rater assessment. This approach uses a diverse group of evaluators to reduce bias and foster diverse perspectives to obtain a holistic perspective of the candidate’s leadership behaviour and effectiveness. Additionally, the promotion candidate is subject to a conflict of interest and culture interview conducted by a third party, external to the Department of National Defence and CAF, which focuses on personal experiences and self-awareness, as well as past challenges, failures, and successes.
