Soft-Launch - Regional Growth Management Toolkit (RGMT)

Ref: 1085-0-2 Commander Natl CJCR Sp Gp Direction and Guidance for Fiscal Year 19/20

1.     In accordance with reference, we are pleased to announce the soft-launch of the Regional Growth Management Toolkit (RGMT). The RGMT is a follow-up to the Unit Dashboard that was generated from the Growth & Sustainability Working Group and launched in late 2018.

2.     The RGMT is available through the CCO Data Portal and contains 20,000 graphs, charts, tables, maps and other data divided by corps/squadron, zone, area and region. The RGMT is designed to help corps/squadrons build and sustain enrolment numbers, identify strategies for attraction and retention in their communities, and inform growth management and planning at the regional level.

3.     The RGMT is being soft-launched to provide corps/squadron, zone, area and region staff the opportunity to explore and become familiar with the RGMT and engage local sponsors, community stakeholders and League partners. Local tools have been designed to be easily downloaded, printed and shared to ensure that everyone can benefit from the insight they provide.

4.     Key zone, area and region staff have been briefed in detail about the RGMT in preparation of its launch. The presentation from these information sessions is available on the CCO Data Portal. A user guide and a quick reference guide will be made available at the same location.

5.     The Zone Training Officers offer the first line of support for the use of the RGMT, supported by the IT SMC and Regional J6s. Zone Training Officers will identify specific lessons to be learned, best practices to be optimized and overall key areas for improvements to the RGMT. This feedback will be collected and assessed prior to the formal launch of the RGMT in 2020.

6.     In August 2019 the additional Regional Planning & Resource Forecasting Tool will be uploaded to the CCO Data Portal. It will consolidate corps/squadron, zone, and area growth plans for consideration as part of the annual planning cycle that will be formally launched in 2020.

7.     The formal launch in 2020 of the RGMT will establish the Annual Growth Planning cycle which will be reinforced and amplified in future direction. The Annual Growth Planning cycle will be fully integrated into the Business Planning (BP) and In-Year Resource Management cycles. The following provides an overview of these cycles:

        a. April. Annual release of the official cadet statistics and updated RGMT in the Data Portal;
        b. May–June. RCSUs review official cadet statistics to determine performance in areas of growth to inform the next Annual Growth Planning cycle;
        c. May–July. RCSUs complete a Regional Growth Plan and submit them to the Natl CJCR Sp Gp as part of the annual BP submission process;
        d. August. Natl CJCR Sp Gp submits the BP to VCDS Gp inclusive of any resource pressures related to growth and provides initial direction and guidance to RCSUs regarding their growth plan; and
        e. September–June. RCSUs execute and monitor implementation of the Regional Growth Plan.

8.     Zone Training Officers will assist corps/squadron COs and local sponsors, community stakeholders and League partners in developing a mutually agreed upon, realistic and attainable growth plan. The growth plan will consider the specific strengths and limitations of each corps/squadron. The end goal is to allow all stakeholders to contribute to an evidence-based, bottom-up growth plan for the CCO.

9.     There has been a considerable amount of effort by many stakeholders to support the development and deployment of the RGMT. This accomplishment contributes to a significant milestone for the Natl CJCR Sp Gp in support of the Defence Policy objective to strengthen Canadian communities by investing in youth. All CCO stakeholders are encouraged to leverage the enormous potential of the RGMT to expand the reach of the cadet program so more Canadian youth can experience positive youth development opportunities and realize the Government of Canada’s commitment to strengthen communities across Canada.
