Update to Establishments at Regional Cadet Support Units and Corps/Squadrons

  1. In an effort to align the CJCR organization and establishments with those in other Canadian Armed Forces organizations, the Regional Cadet Support Unit (RCSU) and corps/squadron establishments have been updated. These changes also align with the CIC Military Occupational Structure and associated Job Based Specifications. The current changes specifically affect the RCSU Deputy Commanding Officer (DCO), RCSU Deputy Officer Commanding Air Operations (D/OC Air Ops), and corps/squadron Commanding Officer (CO) positions.
  2. Changing the rank of the RCSU DCO from Lieutenant-Colonel/Commander to Major/Lieutenant-Commanders and the D/OC Air Ops from Maj to Capt will align the RCSU rank structure with CAF norms. As such, Ref A has been amended to reflect these changes, which will be implemented as the SOUs of the incumbents in these positions end.
  3. Corps/squadrons establishments will also change. The total number of positions allocated to corps/squadrons establishments will not change and will continue to be based on the official cadet population. What will change is that with the publication of Ref B, there will no longer be Major/Lieutenant-Commanders positions for COs of corps/squadrons with more than 90 cadets.
  4. The change to the corps/squadron establishment was the result of discrepancies identified between current corps/squadron establishments, the CIC Military Occupational Structure and associated Job Based Specification. The position of corps/squadron CO is detailed in the Job Based Specification at the rank of Captain/Lieutenant(N), which remains consistent regardless of the number of cadets identified in the official cadet population of the corps/squadron.
  5. Effective 1 January 2022, Comd CJCR will no longer grant corps/squadron COs the acting rank of Major/Lieutenant-Commander as a result of the official cadet population of the corps/squadron. Any corps/squadron CO promoted to the acting rank of Major/Lieutenant-Commander prior to 1 January 2022 will retain their acting rank until the completion of their current tenure as Commanding Officer or 30 June 2024, whichever comes first. At the end of the member’s tenure, or on 1 July 2024, the member will revert to their substantive rank of Captain/Lieutenant(N).
