24-13 – CIC Qualification Timeline Requirements
Cadet Administrative and Training Orders (CATOs)
1. This order should be read in conjunction with the following references:
- CATO 23-01, Recruitment Enrolment Officers of the CIC; and
- DAOD 5002, Enrolment.
Purpose
2. This CATO has been designed to outline the responsibilities for ensuring that all members of the CIC reach the OFP for their occupation in order to carry out their duties and responsibilities of a CF member while serving as a member of the CIC.
Aim
3.The aim of this CATO is to establish timelines for completion of Basic qualifications required by all CIC officers in a reasonable timeline. This CATO will also outline the policy that will apply should a member transfer from one environment to another and the training that is required.

Definitions
5. In this order:
“Qualification”
means a level of recognized knowledge and/or skill for performing a specific function or task. A qualification is obtained after having completed a specialized course that leads to certification. (qualification)
Responsibilities
6. Members enrolling into the CIC are required to complete the BOTC and OTC within three years of enrolment. Failure to do so may result in the member’s release.
7. Members of the CIC who transfer from one environment to another are required to complete the ETC within one year of transfer.
8. Members will be authorized to change DEU as soon as the transfer is authorized.
9. Members of the CIC who have been appointed to the position of a CO of a corps / squadron are required to complete the COC within one year of the date of appointment.
10. RCSU COs are responsible to ensure that the above timelines are implemented within their respective regions. For those CIC officers who are unable to complete the training course in the time allotted above, RCSU COs may consider an extension to the timeline for completion.
