34-03 Annex D - Logistics Requirements
Facilities
1. Requirements in this category are as follows:
- in keeping with CF standards, the following institutional-style sleeping accommodations:
(1) located not more than 15 km from the waterfront,(2) single occupancy rooms for senior race officials,
(3) double occupancy rooms for other officers (staff members and coaches),
(4) separate quadruple occupancy rooms for petty officers and for racers,
(5) with sufficient private or shared washrooms and showers to accommodate 125 people, located in the sleeping accommodations facility,
(6) with sufficient laundry facilities to accommodate 125 people, located in the sleeping accommodations facility, and
(7) with lounges, complete with amenities (including television and VCR and/or DVD player), located in the sleeping accommodations facility; - two (2) dining facilities, each capable of serving 125 people in a single sitting, located as follows:
(1) one next to or in short walking distance from the sleeping accommodations, and
(2) the other on or next to the waterfront; - separate male-female changing rooms, each capable of accommodating 25 team members at any time, located on or next to the waterfront;
- washrooms, complete with wash basin, capable of accommodating 8 people (4 male, 4 female) at any time, located on the waterfront;
- jetty or dock, capable of accommodating a motor vessel up to 40 feet long and deep enough;
- jetties, docks or boat launches, capable of launching 5 sailboats at a time, every 5 minutes;
- jetties or docks, capable of accommodating 17 powerboats (maximum 6 metres in length), at any time;
- flag mast with 3 halyards, located on the waterfront;
- two (2) meeting rooms, each capable of accommodating 125 people, located as follows:
(1) one located next to or in short walking distance from the sleeping accommodations, and
(2) the other located next to or in short walking distance from the race site; - secure minor repair and maintenance facility located on the waterfront;
- secure overnight materiel stowing facility located on the waterfront; and
- two (2) secure offices located on the waterfront, which meet the following specifications:
(1) one equipped with 3 tables and 6 chairs and large enough to accommodate 20 people at any time, and
(2) the other equipped with 1 table and 6 chairs and large enough to accommodate 10 people at any time.
Sites
2. Requirements in this category are as follows:
- waterfront area, capable of accommodating and rigging 30 sailboats at any time;
- two (2) parking lots large enough to accommodate 15 vehicles at all times, located as follows:
(1) one next to or in short walking distance from the sleeping accommodations, and
(2) the other next to or in short walking distance from the race site; and - race site, with the following characteristics and specifications:
(1) 2 nautical mile in diameter,
(2) not more than 1.5 km from the waterfront,
(3) free of commercial traffic,
(4) with average wind speeds for the period not less than 11 km/h and not more than 25 km/h,
(5) at least 20 feet deep,
(6) unobstructed,
(7) water quality suitable for sailing, which includes risks of capsizing and ingestion of water,
(8) free of any underwater hazards,
(9) free of any land masses and structures which may affect wind direction and/or speed, and
(10) of any currents which could negatively impact a sailboat’s ability to complete a race in the allotted time.
Material
3. Requirements in this category are as follows:
- notice and results bulletin board;
- maintenance and repair supplies and tools;
- sailboat spare parts, including sails, fittings, foils and line;
- powerboat spare parts;
- 30 advance sailboats, each complete with spinnaker, trapeze and other required materiel, five (5) of which to be used as spares;
- 17 powerboats, each complete with the required materiel, for use as follows:
(1) one for each of the four mark layers,
(2) two for the on-water jury,
(3) one for each of the five regional coaches and assistants,
(4) one for use by the Boats Section to shuttle spare boat parts and materiel, and perform on-water repairs,
(5) one for public affairs,
(6) one for VIPs, and
(7) three spares; - 1 motor vessel as follows:
(1) between 30 and 40 feet long,
(2) with an open deck large enough to accommodate Race Committee members (5), as well as the Boat OIC (1) and crew (1),
(3) equipped with heads and a 3-halyard flag mast, and
(4) complete with anchor, chain and other required materiel; - race course marker buoys;
- 2 complete sets of international code flags, pennants and shapes;
- 30 protest flags, 30 cm wide by 30 cm long, made of a red cloth, and attachable to a halyard, if required under the Sailing Instructions;
- 1 regatta air gun or compressed air horn with spare canisters;
- 2 handheld temperature, wind speed and direction indicator;
- 2 stopwatches;
- 2 pairs of binoculars;
- 1 handheld voice recorder;
- 3 handheld loud hailers for use by the Race Committee, the OIC On-Water Safety and the Beach Master;
- 125 personal floatation devices (PFDs) of various sizes;
- office products and supplies;
- barrack box, complete with padlock; and
- access to a photocopier machine and a laminating machine.
4. Sailboats and powerboats should be delivered to the Regatta site several days ahead of the event to allow sufficient time for inspection and, if required, correction or repair. Sailboat masts should be stepped and rigged to have a consistent angle of rake and stay tension.
Clothing
5. Requirements in this category are as follows:
- distinctive sectional staff t-shirts (3/person);
- protective clothing for maintenance and repair; and
- 125 foul weather clothing sets.
Vehicle
6. Requirements in this category are as follows:
- sufficient minivans capable of transporting staff members, coaches and team members locally;
- a utility vehicle capable of carrying varied materiel locally; and
- sufficient passenger coaches capable of carrying 1 staff member, all petty officers, coaches and team members in support of the citizenship day.
Meals
7. Requirements in this category are as follows:
- hot and cold breakfast and dinner at the main dining facility;
- hot and cold lunch served on the waterfront;
- limited box meals; and
- bottled water, fruit juice, fruit and energy bars for on-water distribution between races and ashore.
8. Meals and, where applicable, service are to be provided in accordance with A-85-269-001/FP-001 Food Services Manual.
