2040-2 Annex B - Terms of Reference – NACC Chair
Cadets and Junior Canadian Rangers Group Order (CJCR Gp O)
Purpose
1. NACC Chair acts as the key conduit between the NACC members and the Comd CJCR.
Selection
2. The CIC Branch Advisor will act as the NACC Chair.
Term
3. The appointment is for a period of three years, with a possibility of a one-year extension. The term will not exceed four years
Rank
4. The NACC Chair will serve in their substantive rank of LCol/Cdr.
Responsibilities
5. The NACC Chair is responsible for:
- leading all NACC meetings;
- preparing an annual business plan for NACC activities;
- coordinating the activities of the NACC;
- providing regular updates to Regional Advisors;
- being familiar with personnel matters within the COATS sub-component;
- providing advice on COATS interests at national councils, working groups, and planning meetings;
- serving as a focal point for issues of ethos, esprit de corps, and overall professional identity of the COATS sub-component;
- creating an effective communication network to facilitate gathering opinions from COATS members;
- providing reports and returns to CMP through Comd CJCR;
- being accountable for the management and control of the annual budget allocation;
- participating in national initiatives, as appropriate;
- participating in regional activities, as appropriate; and
- participating in career management activities including advising on terms of service and professional development.
6. The NACC Chair is responsible for Military Employment Structure management which may include providing input to the CJCR Comd in the development of change proposals including advice on:
- qualification requirements;
- occupation requirements;
- branch structure; and
- branch composition and size.
