Supervision Exemption Request Process

1. Any cadet activity that does not meet the supervision requirements outlined in CJCR Gp Order 5001-0, must be approved by the Comd CJCR.

2. Each request for exemption is for a specific occurrence of a cadet activity. A request for exemption must be submitted each time a cadet activity does not meet the supervision requirements. There is no guarantee that the exemption will be granted for the same cadet activity in the future.

3. Requests for exemption must be submitted in writing through the chain of command to the Comd CJCR review as follows:

  1. at least 90 days prior to the activity when conducted within the region;
  2. at least 180 days prior to the activity when conducted out of the region; and
  3. at least 365 days prior to the activity when conducted outside of Canada.

4. Each request must clearly identify how the cadet activity does not meet the supervision requirements, as well as what steps will be taken to mitigate the risks associated with non-compliance.

5. The following criteria will be considered by the Comd CJCR:

  1. age of cadets attending the cadet activity;
  2. number of cadets attending the cadet activity;
  3. type and/or extent of specialized training required to participate in the cadet activity;
  4. specific risks associated with a failure to meet the required supervision minimums;
  5. overall risk factors associated with the cadet activity, even if supervision requirements are met; and
  6. location of the cadet activity.
