3. Policy

Context

3.1 Each CAF member is required to maintain professional standards of conduct and performance. When an incident, a special circumstance or a professional deficiency occurs that calls into question the viability of a CAF member’s continued service, an administrative action may be appropriate. 

3.2 IAW DAOD 5019-2, Administrative Review, an AR is the process to determine the most appropriate administrative action, if any, in such a case. Depending on the circumstances, it may be necessary to concurrently recommend a RFMD.

Policy

3.3 All recommendations for an AR or RFMD for CAF personnel serving within the CJCR Gp must be sent to the Comd CJCR Gp. Comd CJCR Gp will engage with Director Military Careers Administration. 

3.4 All recommendations for RFMD must be accompanied by a recommendation for an AR. 

3.5 A COATS member who is subject to an AR, may be posted to a CISS position and held there until the results of the AR are known. Once the results are known, the RCSU CO may post the member to an active position or initiate release proceedings. 

3.6 A P Res or COATS member who is subject to an AR or RFMD and is posted to a new position must revert to their substantive rank.

3.7 A P Res or COATS member who is subject to an AR or RFMD and remains in their current position may be required to revert to their substantive rank.

4. AR and RFMD Recommendation Package

4.1 A recommendation package for an AR or RFMD must include the following:

A recommendation letter from the RCSU/HQ CO to the Comd CJCR Gp, including the reasons for the request, and comments on the continuity of the current employment (for Class A or B paid service).  X X X X

  • Unit;
  • Type of service (Class A, B, C);
  • Medical Category; and
  • Qualifications: Defence Ethics Program, Security Awareness, PYDPO, GBA+.

5. Return to Duty

5.1 The authority who relieves a CAF member from the performance of military duty must order that the CAF member return to duty when the circumstances giving rise to the decision to relieve the member from the performance of military duty are no longer present. In circumstances where the Comd CJCR Gp is the authority, the RCSU/HQ CO will submit a letter outlining the change in circumstances and will provide any source documentation.

6. Tracking and Reporting 

6.1 CJCR Gp DCOS must track all AR and RFMD recommendations and active files, including potential and anticipated recommendations. The national tracking mechanism will include all files involving CAF members serving within the CJCR Gp and all COATS members serving outside of the CJCR Gp

6.2 AR and RFMD will be reported to the Comd CJCR Gp on a monthly basis. Therefore, the national tracking mechanism must be kept up-to-date at all times by the RCSU/HQ J1 staff, and with direct oversight by the RCSU/HQ CO.

Frequency of Publication 

7.1 Annual or more frequent review and updates, as required. 

Errors/Omissions or Suggestions 

7.2 Users of CJCR Gp Orders are encouraged to identify any errors, omissions or suggested orders to the attention of CJCR Gp HQ J1 Policy.
