3. Policy

Context

3.1 The mission of the CJCR Gp is to deliver and support the Government of Canada youth programs, cadets and JCRs. COATS members are youth development specialists and are hired and trained with this optic in mind. To support the delivery of the Cadet Program, CJCR Gp relies on a limited number of Reg F members to provide expertise in the fields of senior leadership, support, comptrollership and personnel management, (not exclusive).

Policy

3.2 The COATS sub-component includes, but is not limited, to GSOs and GS NCMs who are usually recruited through component transfer from the Reg F and P Res while some may be re-enrollees. The GSOs and GS NCMs bring the necessary additional expertise in those technical fields and for senior leadership appointments that cannot be internally force generated within the COATS sub-component. In doing so, many of the applicants may be annuitants under the CFSA.

3.3 The authority to place annuitants on a period of Cl B Res Svc in positions in support of the Canadian Cadet Organizations is essential to the delivery of the program.

Requirements

3.4 For those positions identified as year round, the preferred option as per 5323-1 (DGRC) Management Framework – CFSA Part 1 Annuitants Full Time Reserve Service is to hire a non-annuitant. However, there will be situations/REO competitions where the selected applicant is an annuitant. Where an annuitant is selected for a period of Cl B Res Svc of more than 89 days, the following shall apply:

  1. The CO RCSU/HQ shall submit a request to the Comd CJCR Gp through DCOS Sp using the CJCR Gp Specific Annuitant Exception Request Form;
  2. a VCDS exception must be obtained before an offer is made;
  3. the period of service shall be for 330 days plus a 35-day break per year, for up to three consecutive years;
  4. the period of service must be taken within a 365-day period (calendar days) while continuing to receive an annuity; and
  5. the period of service shall not exceed three years in the position. After which, the position must then be posted for competition through an REO.

3.5 Once approved, the CO RCSU/HQ shall:

  1. make an offer of Cl B Res Svc to the member; and
  2. identify long-term solutions to reduce the number of annuitants in the business planning submission.

3.6 When a CFSA Part 1 annuitant ceases to fill the position for which a Specific Exception was approved, the Specific Exception shall cease to exist.
