Application: This is an order that applies to members of the Canadian Armed Forces (CAF) and a directive that applies to Civilian Instructors and employees of the Department of National Defence (DND) employed within the Cadets and Junior Canadian Rangers (CJCR).

3. Policy

3.1 RCSU CO’s will institute RDAs to augment the Corps/Squadron Program to maintain cadets’ interest, and to allow RCSU CO’s to tailor the overall Cadet Program to match regional interests, and capitalize on regional opportunities and resources.

3.2 RDAs are divided into two categories, non-discretionary and discretionary, as follows:

  1. non-discretionary activities will be organized, funded and conducted under the supervision of the RCSU. These activities include:
    1. annual zone, provincial and/or regional air rifle marksmanship championships;
    2. annual zone, provincial and/or regional biathlon (summer and/or winter-style) championships;
    3. annual Sea Cadet Program zone, provincial and/or regional regattas;
    4. annual Army Cadet Program regional expeditions; and
    5. music training activities such as training sessions, band performances, and/or band competitions for military bands and pipe bands.
  2. discretionary activities may be organized, funded and conducted under the supervision of the RCSU, as determined by RCSU CO. These activities include:
    1. drill and ceremonial activities such as ceremonial parades and/or drill competitions;
    2. leadership training activities such as senior non-commissioned officer training concentrations or effective speaking competitions;
    3. recreational sports activities such as inter-corps/squadron competitions and tabloid sports;
    4. air rifle marksmanship activities such as training sessions, competitions and/or civilian events;
    5. summer and/or winter biathlon activities such as training sessions, competitions and/or civilian events;
    6. first aid activities such as training courses and/or competitions;
    7. annual zone, provincial and/or regional orienteering championship;
    8. Cadet Correspondent Training;
    9. CAF familiarization activities such as visits to CAF facilities, C7 rifle firing, attending CAF displays or demonstrations, or interacting with CAF members or units; and
    10. Duke of Edinburgh’s Award Program activities.

Requirement

3.3 In some instances, RDAs are required in order to support the implementation of NDAs. For example, zone and provincial air rifle marksmanship championships are necessary as an RDA in order to determine which individual cadets and corps/squadron teams will attend the NDA air rifle marksmanship championship.
