Current status: Open
Phase 2 of the consultations opened on April 29, 2022 and will close to new input on July 29, 2022.
We are continuing our work to modernize the Employment Insurance (EI) program. We are doing this because work for Canadians has changed and we want the program to meet the current and future needs of workers and employers.
Phase 2 will look into the issues of the adequacy of EI benefits and EI financing to complement Phase 1 consultations on the broad theme of EI access.
Phase 2 will also take a deeper dive into some areas discussed in Phase 1 that require further focused examination, such as supports for the self-employed, workers in seasonal industries, and the Premium Reduction Program. See background information for Phase 1 consultations.

Who is the focus of this consultation
The Government of Canada will engage with:
- worker and employer groups
- other EI experts
- all Canadians
Key questions for discussion
Your ideas and input are sought around 2 themes:
- ensuring the adequacy of benefits (Does the amount and duration of EI benefits meet the objectives of the program and the needs of workers and employers contributing to EI?)
- ensuring the financial sustainability of the EI program (How can we build a better EI program while balancing costs and benefits and limiting the need for premium increases?)
The input gathered through this process will be used to help modernize the EI program.

What we are hearing
From August 2021 until February 2022, we held Phase 1 of the consultations. This included broad public and stakeholder engagement.
