Dear Minister:

In accordance with section 3 of the Employment Insurance Act, we are pleased to present to you the 2024-25 Employment Insurance (EI) Monitoring and Assessment Report, which is the twenty-ninth in a series of annual EI reports submitted by the Canada Employment Insurance Commission. The Act requires this report to be tabled in Parliament within 30 days of receipt or, if Parliament is not then sitting, on any of the first 30 days that either House of Parliament is sitting.

The 2024-25 report covers the period between April 1, 2024 to March 31, 2025, and analyzes the overall effectiveness of EI income benefits, active measures and service delivery. In particular, it focuses on the responsiveness of the EI program during a period where Canada's economy experienced an increase in real growth and a significant reduction in inflation, while the Canadian labour market recorded a rise in the unemployment rate, all in a context of heightened trade policy uncertainty and geopolitical tensions.

As in previous years, the report includes rich EI administrative data, as well as references to key supplementary studies and evaluations that were done by the Department to complement and provide further in-depth analysis. Information on each of the studies referenced in the report is included in Annex 6.
