Preamble

The Preamble sets out the guiding principles of the CEPA 1999, including:

• sustainable development;
• pollution prevention;
• the precautionary principle;
• the polluter pays principle; and
• removing threats to biological diversity.

The Preamble also reinforces the importance of intergovernmental cooperation in protecting the environment and the need to consider the following in decision-making:

• traditional aboriginal knowledge;
• environmental or health risks; and
• social, economic and technical factors.
