Preamble
The Preamble sets out the guiding principles of the CEPA 1999, including:
- sustainable development;
- pollution prevention;
- the precautionary principle;
- the polluter pays principle; and
- removing threats to biological diversity.
The Preamble also reinforces the importance of intergovernmental cooperation in protecting the environment and the need to consider the following in decision-making:
- traditional aboriginal knowledge;
- environmental or health risks; and
- social, economic and technical factors.
