Consultation Document for Discussion of the Main Elements of the Proposed Regulations under the Canadian Environmental Protection Act, 1999 to Limit Greenhouse Gas Emissions from New On-Road Heavy-Duty Vehicles and Engines
On May 21, 2010, the Government of Canada and the U.S. each announced that they would regulate GHG emissions from on-road new heavy-duty vehicles. The Minister of the Environment’s announcement specified that Canada’s regulations under the Canadian Environmental Protection Act, 1999 would be aligned with the U.S.
On October 25, 2010, the U.S. released proposed regulations to reduce GHG emissions from new on-road heavy-duty vehicles of the 2014 and later model-years. On the same day, the Government of Canada released an initial consultation document to seek early stakeholder views.
Following consultations with industry and a review of the U.S. regulatory program, Environment Canada is releasing today a more detailed consultation document to expand discussions on the elements of the proposed Canadian regulations and to provide an additional opportunity for interested parties to provide early comments.
Comments received on the consultation document will assist in developing the proposed regulations. Consultation will continue with the transportation and vehicle manufacture industries, environmental non-governmental organizations, provinces/territories and other stakeholders throughout the regulatory development process.
Proposed regulations are intended to be developed for pre-publication in the Canada Gazette, Part I, in early 2012 to provide for a formal 60-day consultation period. The proposed regulations will align with the final U.S. rulemaking. Final regulations are targeted for publication in the Canada Gazette, Part II, later in 2012. The implementation date of the regulations will be aligned with that of the U.S.
