Historical - Objectives of the Workshops

Environment Canada and the Hazardous Waste Task Group (HWTG) under the Canadian Council of Ministers of the Environment (CCME) intend that regulations be developed pursuant to the new Canadian Environmental Protection Act (CEPA) that will incorporate all of the HWTG's proposed amendments. In addition, the environmental aspects of interprovincial shipments of hazardous wastes and hazardous recyclable materials will be transferred from the Transportation of Dangerous Goods Regulations

(TDGR) to the CEPA regulations, while retaining the transportation safety aspects under TDGA. It is proposed that the CEPA regulations will also set out the tracking controls for shipments of hazardous waste and hazardous recyclable material through a manifest system. The purpose of the manifest system is to ensure that these shipments are properly tracked and destined to authorized facilities.

A discussion paper on the new CEPA regulations to control interprovincial movements of hazardous waste and hazardous recyclable material has been developed. Multi-stakeholder consultation workshops are being scheduled to review the discussion paper and provide input to Environment Canada, in order to ensure that the proposed regulations will provide the basis for a national harmonized control system for the movement of hazardous waste and hazardous recyclable material within Canada.

The workshops will provide an opportunity to review the integration of the relevant waste sections of the TDG Regulations and the CCME HWTG recommendations with stakeholders, solicit feedback on the direction of the proposed CEPA regulations, seek consensus on major issues and identify additional areas which need clarification in anticipation of drafting regulations.

A series of four (4) two day workshops will be held across Canada in order to get as broad a regional stakeholder representation as possible. Stakeholders potentially affected by these regulations include waste generators, recyclers, carriers and industries which produce recyclable materials as by-products of their processes, as well as, Environmental Non-governmental Organizations (ENGOs) and the general public. Therefore, representatives from these areas will be invited to attend the workshops. Total attendance anticipated would be approximately 40-60 people per workshop, depending on the location.
