3. Summary of Previous Consultations
The following points summarize the main themes or issues raised in the previous two rounds of consultations in the winter of 2000 and winter of 2001-2002:
- Strive for harmonization across Canada and with the U.S.;
- Strengthen linkages to other federal policies including toxics, POPs, mineral and metals and pollution prevention;
- Facilitate and promote recycling by differentiating the regimes for hazardous waste and recyclable materials, and by excluding some low risk recyclable materials from regulation;
- Reduce administrative burden through improved usability and simplicity of regulations;
- Revisit liability and insurance levels;
- Further develop the proposed approaches for waste reduction planning and environmentally sound management; and
- Design the regulation to enable increased effectiveness of enforcement activities including the use of ticketing.
