Notice is hereby given that, pursuant to section 127 of the Canadian Environmental Protection Act, 1999 (CEPA), the conditions of permit no. 4543‑2‑04415 are amended as follows and published on the CEPA Registry on Tuesday, July 15, 2014:
4. Loading site(s): The loading of dredged material is restricted to the segments of the Grande-Entrée channel listed below and must be done in accordance with the associated restrictions. The segments are bound by precise measurements marking out the course of the channel as defined in Annex A, titled “Plans bathymétriques et localisation des stations d’échantillonnage” of the report titled “Rapport répondant aux informations requises par l’annexe 6 de la Loi canadienne sur la protection de l'environnement (1999) [LCPE] dans le cadre d’une demande de permis d’immersion en mer pour le dragage d’entretien du chenal maritime de Mines Seleine à Grande Entrée, Îles-de-la-Madeleine” prepared by CJB Environment Inc. in February 2013.
List of channel segments and loading restrictions:
- segment 0 to 10 720: dredging is prohibited from April 15 to July 15, 2014
- segment 258 to 4200: loading of the dredge up to 60% of its maximum loading capacity from July 16 to July 31, 2014
- segment 258 to 4200: dredging is authorized on two days out of three from April 1 to April 15, 2014, and from July 16 to September 24, 2014
- segment 258 to 4200: limit the average increase in total suspended solids (TSS) concentration to 150 mg/L within the mussel park, over the daily dredging period or over a period of 6 consecutive hours if the dredging is continuous
- segment 4200 to 7350: dredging is authorized on one day out of two from July 16 to July 31, 2014
- segment 4200 to 7350: dredging is authorized on two days out of three from April 1 to April 15, 2014, from August 1 to August 7, 2014, and from August 25 to September 24, 2014
- segment 6400 to 8000: dredging is prohibited within the 200-metre aquatic strip around islet C from June 1 to August 9, 2014
- segment 7350 to 9000: dredging is prohibited from September 24 to October 31, 2014
- segment 9 000 to 10 720: dredging is authorized on two days out of three from July 16 to July 31, 2014
