Notice is hereby given that, pursuant to section 129(3) of the Canadian Environmental Protection Act, 1999 (CEPA), the conditions of disposal at sea permit no. 4543‑2‑04454 are varied and approved as follows. The varied conditions are published on the Canadian Environmental Protection Act Registry on Tuesday, June 26, 2018.
4. Loading site(s): the loading of dredged material is restricted to the segments of the Grande-Entrée channel listed below and must be done in accordance with the associated restrictions. The segments are bound by precise measurements marking out the course of the channel as defined in figure 1 titled “Lieu de chargement” of the document titled “Permis d’immersion - Annexes” prepared by GHD Consultants Ltée. in December 2017.
List of channel segments and loading restrictions:
Segment 0 to 10 720: dredging is prohibited from April 15 to July 15, 2018.
Segment 258 to 4200: in the event of an hopper overflow at water surface, the loading of the dredge will be limited to 60% of its maximum loading capacity from July 16 to July 31, 2018.
Segment 258 to 4200: dredging is authorized on 2 days out of 3 from April 1 to April 14, 2018, and from July 16 to September 24, 2018.
Segment 258 to 4200: limit the average increase in total suspended solids (TSS) concentration to 150 mg/L within the mussel park, over the daily dredging period.
Segment 4200 to 7350: dredging is authorized on 1 day out of 2 from July 16 to July 31, 2018.
Segment 4200 to 7350: dredging is authorized on 2 days out of 3 from April 1 to April 14, 2018, from August 1 to August 7, 2018, and from August 25 to September 24, 2018.
Segment 6400 to 8000: dredging is prohibited within the 200-metre aquatic strip around islet C from July 16 to August 9, 2018.
Segment 6400 to 8000: within the 200-metre aquatic strip around islet C, limit the average increase in total suspended solids (TSS) concentration to 5 mg/L compared to background levels over the daily dredging period or over a period of 6 consecutive hours if the dredging is continuous. This restriction applies only during the day, from 1 hour before sunrise to sunset, from July 16 to August 9, 2018.
Segment 6400 to 8000: limit the average increase in total suspended solids (TSS) concentration to 25 mg/L compared to background levels over the daily dredging period or over a period of 6 consecutive hours if the dredging is continuous. This restriction applies only during the day, from 1 hour before sunrise to sunset, from July 16 to August 9, 2018.
Segment 7350 to 9000: dredging is prohibited from September 24 to October 31, 2018.
Segment 9000 to 10 720: dredging is authorized on 2 days out of 3 from July 16 to July 31, 2018.
