Summary of decisions on species proposals: 16th Conference of the Parties

16.01 - Rupicapra pyrenaica ornata - Transfer from Appendix I to Appendix II

The proposal to transfer Rupicapra pyrenaica ornata (Abruzzo chamois) from Appendix I to Appendix II was accepted by consensus. This transfer was recommended by the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) Animals Committee in the Periodic review of the Appendices process, as the species is not affected by trade and is protected nationally.

16.02 - Vicugna vicugna - Transfer of populations of Ecuador from Appendix I to Appendix II with an Annotation

The Conference of the Parties (CoP16) accepted by consensus a proposal to transfer the populations of Vicugna vicugna (vicuña) of Ecuador from Appendix I to Appendix II for the exclusive purpose of allowing trade in wool products and wool from live sheared vicuña.

16.03 - Ursus maritimus - Transfer from Appendix II to Appendix I

After considerable discussion, there is no change to the listing of Ursus maritimus (polar bear) on Appendix II. During discussions, the CoP voted against two proposals, with neither meeting the required two-third majority in votes. One of these was a proposal to transfer Ursus maritimus (polar bear) from Appendix II to Appendix I (Yes - 38, No - 42, Abstain - 46). The other proposal was to maintain Ursus maritimus(polar bear) on Appendix II with export and management conditions (Yes - 43, No - 63, Abstain - 17). Canada opposed the transfer to Appendix I on the basis that the species did not meet the listing criteria for Appendix I. Canada also opposed the proposal providing for export and management conditions associated with the Appendix II listing of polar bear, on the basis that these did not provide added conservation benefit over the current management regime in Canada.

Canada is home to two thirds of the global population of polar bears and the health of polar bear populations is of paramount importance to the Government of Canada. Canada has put in place a comprehensive and adaptive framework to effectively protect polar bear populations and control the trade in polar bear. Since 1973, Canada has entered into several domestic, international and multilateral agreements and has taken a leadership role to ensure integrated management, sustainable harvest, monitoring and conservation of polar bears.

16.04 - Pteropus brunneus - Deletion from Appendix II

The proposal to delete Pteropus brunneus (dusky flying-fox) from Appendix II was accepted by consensus. This deletion was recommended by the CITES Animals Committee in the Periodic review of the Appendices process as the species was no longer considered to be a valid species and therefore did not meet the criteria for inclusion in Appendix II.

16.05 - Thylacinus cynocephalus - Deletion from Appendix I

The proposal to delete Thylacinus cynocephalus (Tasmanian tiger) from Appendix I was accepted by consensus. This deletion was recommended by the CITES Animals Committee in the Periodic review of the Appendices process as the species is considered to be extinct.

16.06 - Onychogalea lunata - Deletion from Appendix I

The proposal to delete Onychogalea lunata (crescent nailtail wallaby) from Appendix I was accepted by consensus. This deletion was recommended by the CITES Animals Committee in the Periodic review of the Appendices process as the species is considered to be extinct.

16.07 - Caloprymnus campestris - Deletion from Appendix I

The proposal to delete Caloprymnus campestris (buff-nosed rat-kangaroo) from Appendix I was accepted by consensus. This transfer was recommended by the CITES Animals Committee in the Periodic review of the Appendices process as the species is considered to be extinct.

16.08 - Chaeropus ecaudatus - Deletion from Appendix I

The proposal to delete Chaeropus ecaudatus (pig-footed bandicoot) from Appendix I was accepted by consensus. This deletion was recommended by the CITES Animals Committee in the Periodic review of the Appendices process as the species is considered to be extinct.

16.09 - Macrotis leucura - Deletion from Appendix I

The proposal to delete Macrotis leucura (lesser rabbit-eared bandicoot) from Appendix I was accepted by consensus. This transfer was recommended by the CITES Animals Committee in the Periodic review of the Appendices process as the species is considered to be extinct.

16.10 - Ceratotherium simum simum - Amendment of annotation

The proposal to amend the existing annotation for the Appendix-II listing of Ceratotherium simum simum(white rhinoceros) was withdrawn following discussion among the range states and other interested Parties. All Parties were urged to support draft decisions emerging from the consideration of Agenda items 54.1 and 54.2.

16.11 - Withdrawn Loxodonta africana - Transfer population of United Republic of Tanzania from Appendix I to Appendix II with annotation

The proposal was withdrawn prior to CoP16 and therefore was not considered by the Committee.

16.12 - Loxodonta africana - Amendment of annotation

The proposal to amend the annotation of Loxodonta africana(African elephant) was withdrawn during CoP16.

16.13 - Trichechus senegalensis - Transfer from Appendix II to Appendix I

The proposal to transfer Trichechus senegalensis(West African manatee) from Appendix II to Appendix I was accepted by consensus.

16.14 - Caracara lutosa - Deletion from Appendix II

The proposal to delete Caracara lutosa(Guadalupe caracara) from Appendix II was accepted by consensus as it is extinct.

16.15 - Gallus sonneratii - Deletion from Appendix II

The proposal to delete Gallus sonneratii(Sonnerat's junglefowl) from Appendix II was rejected. The deletion was recommended by the CITES Animals Committee in the Periodic review of the Appendices process. The proposal was not supported by the range state due to concern with illegal trade.

16.16 - Ithaginis cruentus - Deletion from Appendix II

The proposal to delete Ithaginis cruentus(blood pheasant) from Appendix II was rejected.  This deletion was recommended by the CITES Animals Committee in the Periodic review of the Appendices process. The proposal was not supported by all range states because of concern about future international trade threats to the species.

16.17 - Lophura imperialis - Deletion from Appendix I

The proposal for the deletion of Lophura imperialis(imperial pheasant) from Appendix I and amendment of the standard nomenclature reference for birds was accepted by consensus.  This species is not considered to be a true species but rather a natural hybrid between Lophura edwardsi and Lophura nycthemera. Because Lophura edwardsi continues to be listed on Appendix I, specimens of this hybrid will continue to be treated as though they were listed on Appendix I.

16.18 - Tetraogallus caspius - Transfer from Appendix I to Appendix II

The proposal to transfer Tetraogallus caspius(Caspian snowcock) from Appendix I to Appendix II was rejected. This transfer was recommended by the CITES Animals Committee in the Periodic review of the Appendices process. However, the proposal was not supported by all range states because of concern about the species' vulnerability.

16.19 - Tetraogallus tibetanus - Transfer from Appendix I to Appendix II

The proposal to transfer Tetraogallus tibetanus(Tibetan snowcock) from Appendix I to Appendix II was rejected.  This transfer was recommended by the CITES Animals Committee in the Periodic review of the Appendices process. The proposal was not supported by range states because of concern about population status and the potential for trade increasing.

16.20 - Tympanuchus cupido attwateri - Tranfer from Appendix I to Appendix II

The proposal to transfer Tympanuchus cupido attwateri(Attwater's greater prairie chicken) from Appendix I to Appendix II was accepted by consensus. This transfer was recommended by the CITES Animals Committee in the Periodic review of the Appendices process as the species is not affected by trade and therefore did not meet the criteria for inclusion in Appendix I.

16.21 - Campephilus imperialis - Deletion from Appendix I

The proposal to delete Campephilus imperialis(imperial woodpecker) from Appendix I was accepted by consensus as the species is considered to be extinct.

16.22 - Sceloglaux albifacies - Deletion from Appendix II

The proposal to delete Sceloglaux albifacies(laughing owl) from Appendix II was accepted by consensus. This deletion was recommended by the CITES Animals Committee in the Periodic review of the Appendices process as the species is considered to be extinct.

16.23 - Crocodylus acutus - Transfer of the local population of the Bay of Cispata, Colombia from Appendix I to Appendix II

The proposal to transfer the population of Crocodylus acutus(American crocodile) of Cispatá Bay, Colombia, from Appendix I to Appendix II with an annotation failed to reach a two-thirds majority by vote and was rejected (Yes - 57, No - 50, Abstain - 16). Canada did not support this proposal as it proposed a split-listing at a sub-national level; CITES guidelines advise against split-listings of species.

16.24 - Crocodylus porosus - Transfer a population from Appendix I to Appendix II

The proposal to transfer Thailand's population of Crocodylus porosus(saltwater crocodile) from Appendix I to Appendix II with a zero quota for wild specimens, failed to reach a two-thirds majority by vote and was rejected by secret ballot (Yes - 61, No - 54, Abstain - 6). Canada did not support this proposal as the wild population in Thailand still met the biological criteria for listing in Appendix I.

16.25 - Crocodylus siamensis - Transfer a population from Appendix I to Appendix II

The proposal to transfer Thailand's population of Crocodylus siamensis(Siamese crocodile) from Appendix I to Appendix II with a zero quota for wild specimens, failed to reach a two-thirds majority by vote and was rejected by secret ballot (Yes - 69, No - 49, Abstain - 11). Canada did not support this proposal as the wild population in Thailand still met the biological criteria for listing in Appendix I.

16.26 - Naultinus spp. - Inclusion in Appendix II

The proposal to include all species of the genus Naultinus(green geckos), which are endemic to New Zealand, in Appendix II was accepted by consensus. Although trade in this genus is prohibited in New Zealand, inclusion of the genus in Appendix II will enhance the ability to protect the geckos from illegal trade.

16.27 - Trimeresurus mangshanensis - Inclusion in Appendix II

The proposal to include Protobothrops mangshanesis(Mangshan pit viper) in Appendix II was accepted by consensus. This recently-discovered Chinese endemic species is highly valued for pet trade.

16.28 - Chelodina mccordi - Transfer from Appendix II to Appendix I

The proposal to transfer Chelodina mccordi (Roti-island snake-necked turtle) from Appendix II to Appendix I was based on recommendations from an international workshop on turtles, as it met the criteria for inclusion in Appendix I. The primary range state for the species expressed concern that a transfer to Appendix I might increase interest from collectors and suggested as an alternative proposal that the species be maintained in Appendix II with a zero quota for wild specimens. The amended proposal and a proposed decision to include the species in the Periodic review of the Appendices process was accepted by consensus.

16.29 - Clemmys guttata - Inclusion in Appendix II

The proposal to include Clemmys guttata (spotted turtle) in Appendix II was accepted by consensus.  Canada is a range state for the spotted turtle, which is protected under provincial and federal laws, including the Species at Risk Act, and trade is prohibited. Canada supported the proposal as the Appendix II listing will afford additional protection to the species, including elsewhere in its range.

16.30 - Emydoidea blandingii - Inclusion in Appendix II

The proposal to include Emydoidea blandingii (Blanding's turtle) in Appendix II was accepted by consensus. Canada is a range state for the Blanding's turtle, which is protected under provincial and federal laws, including the Species at Risk Act, and trade is prohibited.  Canada supported the proposal as the Appendix II listing will afford additional protection to the species, including elsewhere in its range.

16.31 - Malaclemys terrapin - Inclusion in Appendix II

The proposal to include Malaclemys terrapin (diamondback terrapin) in Appendix II was accepted by consensus. This proposal was recommended by the Animals Committee as the result of an international workshop on turtles as this species meets the criteria for inclusion in Appendix II.

16.32 - Geoemydidae - Inclusion of 15 species of this family indigenous to Asia in Appendix II and zero quota on wild specimens for commercial purpose for 15 species of this family indigenous to Asia currently listed in Appendix II

The CoP accepted by consensus the proposal to include in Appendix II various Asian freshwater box turtle species in the family Geoemydidae. The species include: Cyclemys spp., Geoemyda japonica, G. spengleri, Hardella thurjii, Mauremys japonica, M. nigricans, Melanochelys trijuga, Morenia petersi, Sacalia bealei, S. quadriocellata and Vijayachelys silvatica.

The CoP also accepted by consensus the proposal to adopt a zero quota on export of wild specimens of Batagur borneoensis, B. trivittata, Cuora aurocapitata, C. flavomarginata, C. galbinifrons, C. mccordi, C. mouhotii, C. pani, C. trifasciata, C. yunnanensis, C. zhoui, Heosemys annandalii, H. depressa, Mauremys annamensis and Orlitia borneensis. This proposal was recommended by the Animals Committee based on the result of an international workshop on turtles.

In accordance with the Rules of Procedure for meetings of the Conference of the Parties, proposals 33, 34 and 35 were not considered as they were proposals for species included in proposal 32.

16.33 - Cuora galbinifrons - Transfer from Appendix II to Appendix I

The proposal to transfer Cuora galbinifrons (Indochinese box turtle) from Appendix II to Appendix I was not submitted for decision.  See comments for 16.32.

16.34 - Geoemyda japonica - Inclusion in Appendix II with a zero quota of wild specimens for commercial purpose

The proposal to include Geoemyda japonica (Ryukyu black-breasted leaf turtle) in Appendix II with a zero annual export quota for wild-caught specimens traded for primarily commercial purposes was not submitted for decision.  See comments for 16.32.

16.35 - Mauremys annamensis - Transfer from Appendix II to Appendix I

The proposal to transfer Mauremys annamensis (Annam leaf turtle) from Appendix II to Appendix I was not submitted to decision.  See comments for 16.32.

16.36 - Platysternidae - Transfer from Appendix II to Appendix I

16.37 - Geochelone platynota - Transfer from Appendix II to Appendix I

The proposal to transfer Geochelone platynota (Burmese star tortoise) from Appendix II to Appendix I was accepted by consensus. This proposal was recommended by the Animals Committee based on the result of an international workshop on turtles as this species meets the criteria for inclusion in Appendix I.

16.38 - Inclusion of Aspideretes leithii, Dogania subplana, Nilssonia formosa, Palea steindachneri, Pelodiscus axenaria, P. maackii, P. parviformis, and Rafetus swinhoei in Appendix II and transfer of Chitra chitra and C. vandijki from Appendix II to Appendix I

The CoP accepted by consensus the proposal regarding several Asian species of softshell turtles in the family Trionychidae. The decision was to include Aspideretes leithii, Dogania subplana, Nilssonia formosa, Palea steindachneri, Pelodiscus axenaria, P. maackii, P. parviformis, and Rafetus swinhoeiin Appendix II, and transfer Chitra chitraand C. vandijki from Appendix II to Appendix I. This proposal was recommended by the Animals Committee based on the result of an international workshop on turtles.

16.39 - Epipedobates machalilla - Inclusion in Appendix II

The proposal to include Epipedobates machalilla (Machalilla poison dart frog) in Appendix II was accepted by consensus. This proposal was recommended by the Nomenclature Committee to resolve a taxonomic issue resulting from the adoption of a new nomenclature reference for Amphibians at CoP16.

16.40 - Rheobatrachus silus - Deletion from Appendix II

The proposal to delete Rheobatrachus silus (southern gastric-brooding frog) from Appendix II was accepted by consensus. This deletion was recommended by the CITES Animals Committee in the Periodic review of the Appendices process as the species is presumed to be extinct.

16.41 - Rheobatrachus vitellinus - Deletion from Appendix II

The proposal to delete Rheobatrachus vitellinus (northern gastric-brooding frog), from Appendix II was accepted by consensus. This deletion was recommended by the CITES Animals Committee in the Periodic review of the Appendices process as the species is presumed to be extinct.

16.42 - Carcharhinus longimanus - Inclusion in Appendix II with annotation

The proposal to include Carcharhinus longimanus (oceanic whitetip shark) in Appendix II with an annotation was adopted by secret ballot vote (Yes - 92, No - 42, Abstain - 8). Canada supported this proposal as the species meets the biological criteria for inclusion in Appendix II and regulation of international trade will complement existing management strategies for the species by Regional Fisheries Management Organizations (RFMOs). The annotation specifies that there is an18-month delay for the listing to come into effect to allow for implementation and enforcement measures to be put into place.

16.43 - Sphyrna lewini, S. mokarran and S. zygaena - Inclusion in Appendix II with annotation

The proposal to include Sphyrna lewini (scalloped hammerhead shark), S. mokarran (great hammerhead shark), and S. zygaena (smooth hammerhead shark) in Appendix II with an annotation was adopted by secret ballot (Yes - 91, No - 39, Abstain - 8). Canada supported this proposal as S. lewini currently meets the biological criteria for Appendix II and the CITES listing will complement existing management strategies for the species by Regional Fisheries Management Organizations (RFMOs). The other two species were included for look-alike reasons as it is difficult to tell their fins apart from those of S. lewini. The annotation specifies that there is an 18-month delay for the listing to come into effect to allow for implementation and enforcement measures to be put into place.

16.44 - Lamna nasus - Inclusion in Appendix II with annotation

The proposal to list Lamna nasus (porbeagle shark) in Appendix II with an annotation was adopted by secret ballot (Yes - 93, No - 39, Abstain - 8). Canada, a range state for this species, supported the proposal as some populations meet the biological criteria for Appendix II. An Appendix II listing will result in improved monitoring and reporting of catches and products in trade. The annotation specifies that there is an 18-month delay for the listing to come into effect to allow for implementation and enforcement measures to be put into place.

16.45 - Pristis microdon - Transfer from Appendix II to Appendix I

The proposal to transfer Pristis microdon(freshwater sawfish) from Appendix II to Appendix I was accepted by consensus. With this listing, all species of sawfish are now listed on Appendix I.

16.46 - Manta spp. - Inclusion in Appendix II

The proposal to include Manta spp. (all manta ray species) in Appendix II, subject to an annotation was adopted by secret ballot (Yes - 96, No - 23, Abstain - 7). Canada supported this proposal. Although widely distributed and highly valued in trade (particularly for their gill plates), specific management measures to ensure sustainable harvests are generally lacking. These species will be afforded conservation benefit from the Appendix II listing to monitor and ensure sustainable trade, particularly because fishing and exports are stated as the primary threats to these species. The annotation specifies that there is an 18-month delay for the listing to come into effect to allow for implementation and enforcement measures to be put into place.

16.47 - Paratrygon aiereba - Inclusion in Appendix II with annotation

The proposal to include Paratrygon aiereba (Ceja river stingray) in Appendix II with an annotation was rejected by vote (Yes - 51, No - 51, Abstain - 19). Canada opposed the proposal as the species does not appear to meet the listing criteria. Parties expressed that Appendix III listings by range states would help provide data to determine if the species met the criteria for listing on Appendix II.

16.48 - Potamotrygon motoro and P. schroederi - Inclusion in Appendix II with annotation

The proposal to include Potamotrygon motoro (ocellate river stingray) and P. schroederi (rosette river stingray) in Appendix II was rejected by vote (Yes - 55, No - 52, Abstain - 25). Canada opposed the proposal as the species does not appear to meet the listing criteria. Parties expressed that Appendix III listings by range states would help provide data to determine if the species met the criteria for listing on Appendix II.

16.49 - Papilio hospiton - transfer from Appendix I to Appendix II

The proposal to transfer Papilio hospiton (Corsican swallowtail butterfly) from Appendix I to Appendix II was accepted by consensus. This transfer was recommended by the CITES Animals Committee in the Periodic review of the Appendices process as the species does not meet the biological or trade criteria for inclusion in Appendix I.

16.50 - Yucca queretaroensis - Inclusion in Appendix II

The proposal to include Yucca queretaroensis (Queretaro yucca) in Appendix II was accepted by consensus.

16.51 - Operculicarya decaryi - Inclusion in Appendix II

The proposal to include Operculicarya decaryi (Jabihy) in Appendix II was accepted by consensus. This species is endemic to Madagascar and meets the criteria for Appendix II.

16.52 - Hoodia spp. - Amendment of the annotation

The proposal to clarify the annotation for Hoodia spp. was accepted by consensus. The CoP also adopted a draft decision to have the annotation reviewed by the Standing Committee working group on annotations.

16.53 - Panax ginseng and Panax quinquefolius - Amendment of the annotation

The CoP adopted by consensus the proposal to amend annotation #3, which is associated with the Appendix II listings of Panax ginseng(Asiatic ginseng) and P. quinquefolius (American ginseng). This amendment reversed a simplification of this annotation adopted at CoP14, which the United States later found created confusion in implementation. Canada, a range state for American ginseng and major exporter of artificially propagated American ginseng, did not agree that the reversion was necessary to improve implementation.  Canada did not block consensus because the CoP agreed to have the annotation reviewed by the Standing Committee working group on annotations for standardization and amendment, as appropriate.

16.54 - Tillandsia kautskyi - Deletion from Appendix II

The proposal to delete Tillandsia kautskyi(Kautsky's tillandsia) from Appendix II was accepted by consensus. This transfer was recommended by the CITES Plants Committee in the Periodic review of the Appendices process as the species was no longer in trade and therefore did not meet the criteria for inclusion in Appendix II.

16.55 - Tillandsia sprengeliana - Deletion from Appendix II

The proposal to delete Tillandsia sprengeliana (Sprengei's tillandsia) from Appendix II was accepted by consensus. This transfer was recommended by the CITES Plants Committee in the Periodic review of the Appendices process as the species was no longer in trade and therefore did not meet the criteria for inclusion in Appendix II.

16.56 - Tillandsia sucrei - Deletion from Appendix II

The proposal to delete Tillandsia sucrei (Sugar tillandsia) from Appendix II was accepted by consensus. This transfer was recommended by the CITES Plants Committee in the Periodic review of the Appendices process as the species was no longer in trade and therefore did not meet the criteria for inclusion in Appendix II.

16.57 - Dudleya stolonifera and Dudleya traskiae - Deletion from Appendix II

The proposal to delete Dudleya stolonifera (Laguna beach live-forever) and D. traskiae (Santa Barbara Island live-forever) from Appendix II was accepted by consensus. As a result of the Periodic Review of the Appendices process, these species were transferred from Appendix I to Appendix II at CoP11 and CoP12 respectively. This proposal completes the Periodic Review Process that recommended deletion of these species from the Appendices.

16.58 - Diospyros spp. - Inclusion in Appendix II with annotation

The proposal to include the populations of Madagascar's Diospyrosspecies (Malagasy ebony) in Appendix II was accepted by consensus. The CoP also adopted a draft decision for an action plan to facilitate implementation of this listing.

16.59 - Aniba rosaeodora - Amendment of the annotation

The proposal to amend annotation #12 for Aniba roseadora (Brazilian rosewood) was accepted by consensus. This amendment clarified the interpretation of the existing annotation.

16.60 - Dalbergia cochinchinensis - Inclusion in Appendix II with annotation

The proposal to include Dalbergia cochinchinensis (Thailand rosewood) in Appendix II with annotation #5 was accepted by consensus.

16.61 - Dalbergia retusa and Dalbergia granadillo - Inclusion in Appendix II

The proposal to include Dalbergia retusa (Black rosewood) and D. granadillo (granadillo rosewood) in Appendix II with an amendment apply annotation #6 was accepted by consensus.

16.62 - Dalbergia stevensonii - Inclusion in Appendix II

The proposal to include Dalbergia stevensonii (Honduras rosewood) in Appendix II with an amendment to apply annotation #6 was accepted by consensus.

16.63 - Dalbergia spp. - Inclusion in Appendix II with annotation

The proposal to include the populations of Madagascar Dalbergiaspecies (Malagasy rosewood) in Appendix II was accepted by consensus. A decision for an action plan to facilitate implementation of this listing was also adopted.

16.64 - Senna meridionalis - Inclusion in Appendix II

The proposal to include Senna meridionalis (Taraby) in Appendix II was accepted by consensus. This species is endemic to Madagascar.

16.65 - Adenia firingalavensis - Inclusion in Appendix II

The proposal to include Adenia firingalavensis (Bottle liana) in Appendix II was accepted by consensus. This species is endemic to Madagascar.

16.66 - Adenia subsessifolia - Inclusion in Appendix II

The proposal to include Adenia subsessifolia (Katakata) in Appendix II was accepted by consensus. This species is endemic to Madagascar.

16.67 - Uncarina grandidieri - Inclusion in Appendix II

The proposal to include Uncarina grandidieri (Uncarina) in Appendix II was accepted by consensus. This species is endemic to Madagascar.

16.68 - Uncarina stellulifera - Inclusion in Appendix II

The proposal to include Uncarina stellulifera (Uncarina) in Appendix II was accepted by consensus. This species is endemic to Madagascar.

16.69 - Osyris lanceolata - inclusion in Appendix II

The CoP adopted by consensus a proposal to include in Appendix II Osyris lanceolata(East African sandalwood), with an amendment to include only populations of Burundi, Ethiopia, Kenya, Rwanda, Uganda and the United Republic of Tanzania, and to apply annotation #2. The CoP also adopted by consensus a suite of draft decisions to assist in the implementation of the Appendix II listing.

16.70 - Aquilaria spp. and Gyrinops spp. - Amendment of the annotation

The CoP adopted by consensus a new annotation for the listings of Aquilariaand Gyrinopsspecies (agarwood). The new annotation exempts additional agarwood products from CITES trade controls. The CoP also adopted draft decisions to assist in the implementation of the annotation.
