Formal comments made during the 60-day public comment period that took place from August 23, 2008 to October 22, 2008 on the draft screening assessment report and risk management scope document on DEGME, a substance included in Batch 3 of substances to be addressed as part of the Chemicals Management Plan Challenge were provided by Dow Chemical Canada Inc., Toxic Free Canada, Learning Disabilities Association of Canada, Chemical Sensitivities Manitoba and Canadian Environmental Law Association.

Risk Assessment The Government did not consider all available information and was too conservative in its approach to risk. The assessment is based on available information using the current state of the science. Based on this information, the Government of Canada has found that DEGME meets the criteria of section 64 of CEPA, 1999.
  Some of the available toxicity studies were not conducted according to current standards and the Government of Canada should examine the impact of these limitations on the toxicity dataset. Data gaps and study quality issues were addressed as uncertainties in the assessment and were taken into consideration in determination of the adequacy of margin of exposure to protection health.
Risk Management The Government should prohibit the use, import, export, sale and manufacture of DEGME.  Vulnerable populations, in particular, should be protected. In particular, DEGME should be added to the Cosmetic Ingredient Hotlist The impact on vulnerable populations, such as children and pregnant women, is considered in the development of risk management approaches. Adding DEGME to the Cosmetic “Hotlist” is a risk management option being proposed.
