Formal comments made during the 60-day public comment period that took place from August 23, 2008 to October 22, 2008 on the draft screening assessment report on Pigment Red 4 , a substance included in Batch 3 of substances to be addressed as part of the Chemicals Management Plan Challenge were provided by Reach for Unbleached Foundation, Chemical Sensitivities Manitoba and the Canadian Environmental Law Association.

Persistence, Bioaccumulation and inherent Toxicity Despite a lack of information (e.g. monitoring concentrations, bioaccumulation and toxicity data), the screening assessment proposes that Pigment Red 4 does not meet the criteria in section 64 of CEPA 1999. The assessment is based on available information using the current state of the science. Based on available information, Pigment Red 4 is not bioaccumulative. Pigment Red 4 is relatively inert and has a low potential for biodegradation. In general, pigments are designed to be persistent. The risk assessment therefore leads to a conclusion that Pigment Red 4 does not meet the criteria set out in section 64 of CEPA 1999.
