What if effects have been observed in studies external to the EEM program?

Mills may choose to investigate effects other than those confirmed by Pulp and Paper Effluent Regulations (PPER) EEM studies, but to ensure compliance with the PPER, such investigations must not be at the expense of investigating the effects confirmed within the regulated EEM program. In other words, a mill can investigate more, but not less, than what is required by the EEM program under the PPER.
