New substances: service delivery improvement initiative

The New Substance Notification Regulations (NSNR) for chemicals and polymers have been in effect under the Canadian Environmental Protection Act (CEPA, 1999) since July 1, 1994. Prior to their promulgation, a commitment was made by Environment Canada and Health Canada to review them following three years of implementation. To fulfill this commitment, the departments established a multistakeholder consultative process in 1999 whose work was concluded in August, 2001. The consultative process resulted in 76 recommendations, 9 of which relate to various aspects of service delivery within the New Substances Program. With the recommendations in mind the New Substances Program has implemented the Service Delivery Improvement Initiative which follows the Treasury Board of Canada's service delivery strategy for a more client focused delivery of government products and services. This initiative is ongoing and the status of the various projects under the initiative will be reported annually.
