State of end-of-life lamp management in Canada
Baseline report
The baseline report describes the state of end-of-life lamp management in Canada in 2017. Data gathered under the measurement framework will be compared with the baseline data.
Diversion rates of lamps containing mercury across Canada
Since ECCC began issuing an annual voluntary data call to lamp processors in 2019 for the 2018 calendar year, 120 million lamps have been recycled in an environmentally sound manner across Canada between 2018 and 2023.
Figure 1. Annual Diversion Rates in Canada, 2018-2022

Long description
Six circular graphs show the percentage of lamps diverted each year in Canada from 2018 to 2023. Each year is represented by a circular diagram with the percentage of lamps diverted annually and the total number of lamps recycled in millions.
Year | Percentage diverted | Number of lamps recycled |
---|---|---|
2018 | 41% | 27.6 million |
2019 | 36% | 23.7 million |
2020 | 31% | 18.4 million |
2021 | 38% | 18.2 million |
2022 | 42% | 15.3 million |
2023 | 63% | 16.8 million |

Measurement framework for the national strategy
A measurement framework was created to determine the effectiveness of the national strategy’s actions on diversion (recycling) rates over time. We will collect data on lamp diversion annually. The framework describes:
- who should report
- how to report data
- how we will report back to Canadians
Interim report on key findings and developments
The interim report describes key findings and developments on the environmentally sound management of end-of-life lamps containing mercury following the publication of the National Strategy in June 2019.
Report to Parliament
The five-year report to Parliament describes the key developments towards achieving the National Strategy’s goals on the environmentally sound end-of-life management for lamps containing mercury.
