Backgrounder

Amy Baker (BA [Political Science], Dalhousie University, 1994; LLB, Dalhousie University, 1997; MPA, Queen’s University, 1999) joined the federal government as a management trainee in 2000. She held positions in various government departments before joining the Canadian International Development Agency (CIDA) in 2005. At CIDA, she served as senior director of the Ethiopia and Pan Africa regional programs and chief of staff to the president and director of human rights. Following the departmental amalgamation in 2013, she became director general of health and nutrition. Amy was also the founding chief operating officer for the Queen Rania Foundation. Overseas, Amy has lived and worked in Ethiopia, Jordan and Senegal. Most recently, she was deputy head of mission in France.

Rosaline Kwan (BSc [Mathematics and Computer Science], McGill University, 1989; MBA [International], University of Ottawa, 1994) joined the Department of Foreign Affairs and International Trade in 1997. During her time at Headquarters, she held the positions of director general, Trade Sectors Bureau; executive director, Southeast Asia, Asia-Pacific Economic Cooperation and Association of Southeast Asian Nations Division; executive director, Commercial-Economic, South Asia, Southeast Asia, Oceania and Asia-Pacific Economic Cooperation Division; director, Multi-industry Sectors and Virtual Practices Division; and deputy director, Korea and Oceania Division. Overseas, she served in Beijing, Taipei and New Delhi. Prior to joining the Canadian foreign service, she held various positions at Statistics Canada and Revenue Canada. Most recently, she held the position of director of operations, Foreign and Defence Policy Secretariat, Privy Council Office.

Aly-Khan Rajani (BA Hons [Political Science and International Development], University of Toronto, 2002; MPA [National Security], Royal Military College of Canada, 2013) worked for several years with UN-Habitat, CARE International and CARE Canada in numerous global roles in humanitarian emergency coordination and development program management before joining the Canadian International Development Agency (CIDA) in 2007. During his time at Headquarters, Mr. Rajani has been senior adviser on the Afghanistan Task Force and seconded to the Privy Council Office, senior analyst for donor relations and senior adviser to the president of CIDA. Mr. Rajani’s assignments overseas have included Cairo and Beirut as head of cooperation and New Delhi as head of advocacy and public affairs and acting head of political and economic affairs for Mumbai. He most recently served as departmental liaison to the Office of the Minister of International Development.

Beth Richardson (BA [Political Science], University of Alberta, 1994; BA Hons [Psychology], Carleton University, 2011; MA [East European and Russian Area Studies], Carleton University, 1997) joined the Department of Foreign Affairs and International Trade in 1996. At Headquarters, she has worked in the Eastern Europe and Eurasia Division, on the Afghanistan Task Force; in the Human Development and Gender Equality Division at the Canadian International Development Agency; and, most recently, as the director of the Eastern and Southern Africa Division. Overseas, she has served in Seoul, London, Moscow, Miami and, most recently, as head of office in Vilnius from 2016 to 2019.

Stuart Savage (BA Hons [International Relations], University of Windsor, 1989; BA [Economics], University of Windsor, 1988) worked at the World Economic Forum in Geneva and the Multicultural Council of Windsor and Essex County before joining External Affairs and International Trade Canada in 1994. At Headquarters, he has served as director general for engaging Canadians and for geographic coordination and mission support. He also served as director for complex consular case support and children’s issues and for intergovernmental relations and has had responsibility for such files as regional security and peacekeeping, multilateral affairs, the G8 and bilateral relations. Abroad, he has served as ambassador to Haiti and Guatemala and high commissioner in Belize. He has also served at Canada’s missions to Pakistan, Spain, Mexico, Cuba and the UN in New York.
