Canada imposes additional sanctions in response to Hamas’ terrorist attacks against Israel

The Honourable Mélanie Joly, Minister of Foreign Affairs, today announced that Canada is imposing additional sanctions under the Special Economic Measures (Hamas Terrorist Attacks) Regulations. These sanctions build on Canada’s efforts to countering Hamas and its acts of terror, as well as its affiliates and financial networks.
Today’s sanctions apply to eleven individuals and two entities with roles in Hamas’ financial network. They have directly or indirectly participated in facilitating, supporting and providing funding assessed as integral to the planning and execution of the attacks on Israel that began on October 7, 2023.
The eleven individuals are the following:
- Musa Muhammad Salim Dudin
- Amer Kamal Sharif Alshawa
- Ahmed Sadu Jahleb
- Walid Mohammed Mustafa Jadallah
- Zuhair Shamlakh
- Alaa Shamlakh
- Ahmed Shamlakh
- Imad Shamlakh
- Nabil Khaled Halil Chouman
- Khaled Chouman
- Reda Ali Khamis
The two entities are the following:
- Al-Markaziya Li-Siarafa (Al-Markaziya)
- Nabil Chouman & Co.
Canada unequivocally condemns the brutal terrorist attacks perpetrated by Hamas and its affiliates on October 7, 2023. These horrific attacks included the killing, maiming and abduction of innocent civilians, including children.
Today’s sanctions represent a further step in Canada’s response to the ongoing violence in the region. Canada remains deeply concerned by the impact that the conflict is having on Israeli and Palestinian civilians and is committed to promoting peace and security in the Middle East.

Canada listed Hamas as a terrorist entity under the Criminal Code in November 2002. This is the fourth round of sanctions under the Special Economic Measures (Hamas Terrorist Attacks) Regulations since February 2024. It is a criminal offence to knowingly participate in or contribute to any activity of Hamas.

Canada has also listed the Palestinian Islamic Jihad, Hezbollah, the al-Aqsa Martyrs’ Brigades and other groups as terrorist organizations under Canadian legislation, in accordance with UN Security Council Resolution 1373 (2001). The Government of Canada has no contact with these groups.

Individuals who are members of a listed terrorist entity are inadmissible to Canada under the Immigration and Refugee Protection Act. In addition, property owned by listed terrorist entities in Canada may be subject to seizure, restraint or forfeiture.

Israel has a right under international law to take the necessary measures, in accordance with human rights and international humanitarian law, to protect the security of its citizens from attacks by terrorist groups.
